I am trying to track that down. We also received an electronic payment of $30 on the electronic payment site of the Planning Office (a written check should have been mailed to the Building Department for the cost of the Zoning Permit application). To correct this, could you please submit a check with the $30 fee to the Building Department: Building Department Puchalski Municipal Building 212 Main St. Northampton, MA 01060. Once we review your zoning permit application, and you file for whatever applications we determine are necessary from either the Zoning Board and/or Planning Board, you can subtract $30 off the total fee required for those Board applications. The Boards meet at different times from each other so it would be possible to get all the permits reviewed in one night. The purpose of the filing the Zoning Permit Application with the Building Department is for you to show the existing and proposed conditions on site. That is when we determine what other permits are necessary and thereby what issues you will need to specifically address in any Planning Board or Zoning Board application. Therefore you will not really be able to address those until we look at what is planned. So please do not file your PB or ZBA application until we can determine what elements need to be addressed based on what you submit in your zoning permit app to the Building Dept. That is great that you want to move forward to open another dealership in Northampton. The site on Damon Road does require a special permit from the Planning Board as well as a Finding from the ZBA for non-compliant issues (unless you eliminate those entirely) and the Boards are meeting regularly during the COVID19 state of emergency. FILING INSTRUCTIONS ARE HERE. First file your zoning permit application with the Building Department if you haven't already. There are a number of non-compliant issues that would need to be addressed in part or fully at this site as part of the ZBA and/or special permit and application(s). 1) No parking is allowed between the sidewalk and the building. So all the area in front of the former VOMAX mfct/sales floor would have to be converted to either landscaping or plaza area-- no driveway or parking. This area also does not have the 1 tree per 30' so these can be planted in this area. 2). Though the former autobody building is entirely fronted by parking, you would likely be able to get a Finding for allowing that parking area to remain if you make modifications to the other building and also create a permanent 10' deep landscaped tree belt between the sidewalk and the parking lot. In essence we would call the front building the main building with parking to the side and rear. This would work particularly if you are using the former auto body building as the "shop" for the cars. 3) There is no 10' tree belt -- that would be required and also help in addressing item #2 above. 4) There are two curb openings onto Damon Road. The one to the east, closest to I-91 should be closed for safety reasons to minimize turning movement conflict particularly given the proximity to the curve in Damon under the overpass as well as the proximity to the signal. A special permit is required to maintain 2 curb cuts. If you want to maintain this curb opening, then you would need to prove that it is necessary to create safe traffic flow onto the network. I believe this can only be shown if you physically restrict this opening to Right out Only which would mean closing it down to 12-15' with a directional curb to ensure right turns only. 5) You will need to show where your customer parking is located and show that you are meeting those requirements. Other elements are spelled out in 350- 10 and 11.6 for submittal and include: Planting: The plans will also need to show how you are breaking up the remaining portion of the site with trees to meet the planting requirements in 6.8 of the zoning ordinance. Lighting: Where, type, lumen levels, timed to go off at the close of business -- or motion sensor otherwise. Stormwater- how is it being handled on site Bicycle accommodation on site-- bike racks. Plan for employees to bike to work? Shower facility? We are probably looking at a July hearing date at this point. The deadline for submission for the July 9 hearing is June 9 and July 23 is June 23.
