The building structure will be mass timber. The existing building at 8 College Lane will be removed following the expiration of the demolition delay ordinance. The College is currently working with a private party to see if the building can be moved off campus rather than demolished. The proposed building site currently contains an 18-space parking lot. That parking lot will be removed. To accommodate the spaces lost, the College will utilize the additional spaces have already been created in 2017 behind Ford Hall as swing parking while the Neilson Library renovation. April 25, 2017 Northampton Planning Board City Hall 210 Main Street, Room 11 Northampton, MA 01060 Dear Planning Board: On behalf of Smith College, please find enclosed 1 original set and 13 copies of full size plans of the proposed parking lot expansion off Arnold Avenue behind Ford Hall for the purposes of Site Plan Review for an Intermediate Project according to Northampton Ordinance 350-11.2. The proposed project includes the construction of a 22-car parking lot on a site previously home to a single-family structure at the end of Arnold Avenue.As Smith College considers development projects elsewhere on campus, the future loss of parking requires them to consider replacement parking options in other locations.This site is situated to the east of Ford Hall and is adjacent to an existing parking lot constructed at the time Ford Hall was built.At the time,a single-family house occupied the site which has since been demolished.The site is located behind other structures, used for residential units or offices,which front West Street or Belmont Avenue and thus is largely hidden from view.The project seeks to improve pedestrian circulation and connections through the site as well as better delineate parking locations for adjacent residential rental units which are also owned by the College.Storm water will be handled by the existing drainage system and will include the addition of a treatment chamber to improve overall water quality. New walkway lighting is also proposed which will match the existing lighting around the current parking lot.We are requesting a waiver from Section 350-11.5(m),a photometric plan, due to the nature of the existing fixtures and further described in the Site Plan application. Lastly,in conformance with Section 350-12.3, replacement trees are being proposed due to the loss of existing significant trees located on the site.One 36"diameter tree is proposed for removal and will be replaced by a minimum of 7 trees between 2"- 3"caliper in conformance with the by-law. • A small amount of work is also proposed as part of this effort at the adjacent apartment complex at 67 West Street also owned by Smith College. Extraneous walks and stairs will be removed, handrails will be added and overall site improvements are expected to occur as part of the parking lot project. Planned Use The project proposes an addition to the existing parking lot located behind Ford Hall off Arnold Avenue. Neighboring property is predominately owned by Smith College and used for office locations and/or residential rental units. Detailed Project Information Finding Description: 1.No new curb cuts are being proposed. 2. The project includes improvements to adjacent and connecting sidewalks as well as more clearly identifying appropriate parking locations for neighboring rental units. 3. The new parking spaces are proposed in anticipation of the future loss of other nearby college owned parking. No "new" spaces are ultimately proposed. Special Permit Description: 1. This project will protect adjoining land from seriously detrimental uses by proposing a project with the same use as the existing(parking lot). 2. The new parking area is proposed in part due to the anticipated loss of other nearby parking facilities. Overall traffic impacts on West Street will be negligible given the proximity of those existing lots. The new parking will be primarily for Smith faculty and staff and will have little impact. 3. This currently open lot is surrounded by 2-story or taller buildings and is adjacent to an existing parking lot. The new parking is consistent with the development pattern in this area. Additional improvements to pedestrian circulation and new tree plantings will provide further enhancements. 4. The general welfare will protected by providing better delineation between vehicular and pedestrian areas, reducing the visual impact of larger parking areas such as this with it's location behind existing buildings, and new appropriate tree plantings to reduce the impact of additional impervious area. 5. This project will not create any new demand on City resources. 6. The project will help consolidate parking into areas that are suitable and appropriate for such uses which is consistent with overall City planning objectives. 7. This project meets all applicable zoning requirements. Onsite Traffic Description: Current access to this site is via Arnold Avenue. Traffic for the new parking will also be via Arnold Avenue which is primarily used by faculty and staff parking. Some of • the adjacent rental units also rely on Arnold Avenue for access to their driveways/parking however the increase in traffic will be minimal and not create any new traffic conflicts. Offsite Traffic Description: 1. This parking is proposed as a'replacement' of spaces to be lost in other nearby locations. We are seeking a waiver from the photometric plan due to the type of fixture. The existing light fixtures around the present lot are a campus standard with a florescent bulb. This bulb/fixture is no longer available(as are photometrics) and the College is moving towards 2700K temp on LED fixtures. In an effort to retain the same light levels,this project is proposing the relocation of similar fluorescent fixtures from elsewhere on campus. Those lights will be replaced by the new LED version.
