The purpose of GEC's survey was to identify asbestos-containing materials (ACMs) in accordance with the US Environmental Protection Agency's (EPA's) National Emissions Standards for Hazardous Air Pollutants (NESHAP) and Massachusetts Department of Environmental Protection (MassDEP) 310 CMR 7.15 regulations. Fieldwork associated with the project was performed on May 23, 25, and 26 2022, by Massachusetts- licensed Asbestos Inspector, David Abad (License#Al071927). Building Description The structure is one-story commercial office building currently utilized for newspaper operations. The building contains perimeter offices, a cubicle area, bathrooms, printing press area, and storage warehouses. The original section of the building was built in the 1950s with additions in the 1980s and 1990s. Interior finish materials include: sheetrock and joint compound walls and ceilings; sheet-flooring; vinyl composite floor tile and associated mastics; carpeting; suspended ceiling tiles; and ceramic tiles. Exterior finish materials include brick, concrete, and cinder block. The roofs are constructed of multiple layers of membrane-type roofing. Sampling and Results A total of 74 samples of suspect ACMs were collected and submitted to an accredited laboratory for analysis using Polarized Light Microscopy (EPA 600/R-93/116). GEC's asbestos survey did not include the following: • Electrical systems and/or components (due to the safety issues inherent with sampling such systems): • Blue front exterior window panels (likely metal, but should be verified prior to demolition); • Bathroom wet wall cavities; and • Pipe insulation/fittings located above suspended ceilings (due to excessive height). The MassDEP and the US EPA currently recognize Polarized Light Microscopy (PLM) analysis as an acceptable analytical method for determining the asbestos content in non-friable, organically bound (NOB) materials. However, comparative studies between PLM analysis and Transmission Electron Microscopy (TEM) analysis have shown that PLM analysis may yield false negative analytical results for NOBs. Daily Hampshire Gazette, 115 Conz St, Northampton, MA 01060 GEC recommends that, prior to renovation activities, one sample from each homogeneous area of NOB materials that originally tested negative by PLM undergo confirmatory analysis by TEM, utilizing ELAP-198.4 TEM Method for Identifying and Quantifying Asbestos in NOB Bulk Samples. Conclusions and Recommendations ACMs were identified during GEC's sampling. Prior to building renovation, identified ACMs should be removed, handled, and disposed of properly, in accordance with applicable state and federa' regulations. Any suspect ACM that is discovered during building renovation or demolition that is not included in this report should be assumed to contain asbestos until further bulk sampling and analysis is performed.
