The Planning Board approved the application for a special permit for a restaurant based upon the plans and information submitted with
the application.
In granting the permit, the Board found that the following required elements had been met:
(1) The requested use protects adjoining premises against seriously detrimental uses. The building has been operating as a restaurant
since the 1980s and will not be changing any aspects of the plan.
(2) The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent
streets, minimize traffic impacts on the streets and roads in the area. There will be no additional impact and no change of use.
(3) The requested use will promote a harmonious relationship of structures and open spaces to the natural landscape, existing buildings
and other community assets in the area. No site changes are proposed.
(4) The requested use will not overload, and will mitigate adverse impacts on, the City's resources including the effect on the City's water
supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools; and
(5) There are not special regulations to meet regarding restaurants
(6) The requested use bears a positive relationship to the public convenience or welfare. The use will not unduly impair the integrity of
character of the district or adjoining zones, nor be detrimental to the health, morals, or general welfare. The use shall be in harmony with
the general purpose and intent of the ordinance; and
(7) If applicable, the requested use will promote City planning objectives to the extent possible and will not adversely effect those
objectives, as defined in City master or study plans adopted under MGL c. 41, § 81C and B1D.

Planned Use
We are seeking a special zoning permit to continue to operate the same as we have been for almost
30yrs. Nothing changes. We understand that the zoning may be changed in the future. And it could
allow us to operate under our current licence. But in the meantime a special permit would be needed.
We have had discussions with a few of the neighbors and they realize nothing would change. We also
understand that a letter would be going out to any of the neighbors we have not talked with yet.

Steve Connor, Director of Veterans' Services, asked me to summarize our plans for rezoning of
Conz Street to help inform your discussion on the World War II Club relicensing.
1. The Sustainable Northampton Comprehensive Plan, adopted by the Planning Board and
City Council is our primary guidance document for policies and practices related to land use.
Sustainable Northampton identifies much of Conz Street, including the World War II Club,
as being appropriate as a mixed-use commercial center. The plan creates a clear policy that
the city should revise our zoning to match the proposed land uses.
2. The Zoning Revisions Committee was created, as recommended in the Sustainable
Northampton plan, to flesh out the necessary zoning recommended in the plan. The Zoning
Revisions Committee has identified Conz Street to work on as they make their
recommendations.
3. Office of Planning and Development staff has identified Conz Street, including the World
War II Club, as a priority for zoning changes to create some type of business district for the
areas identified in the Sustainable Northampton plan.
You should be aware, however, that while there is clearly going to be a focus on Conz Street,
there is no specific timeline for making such zoning changes and there is no guarantee as to what
boards will recommend or what City Council will adopt.
