Site Plans submitted for major projects shall be prepared and stamped by a: Registered Architect, Landscape Architect, or Professional Engineer 8 • • EXHIBIT "A" For approximately 20 years, the existing site has been used as an electrical contractors office and garage. According to the owners, traffic volume to the garage would be relatively light. It is estimated that 15-20 vehicles per day would visit the site. Those vehicles would include pickup trucks, vans, automobiles, trucks and delivery vehicles. The garage has been used as a storage facility for construction materials and equipment and for the assembly and fabrication of electrical components used in the construction of commercial, industrial and residential buildings. The proposed use is for the office and garage for Northampton Radiator Co., Inc.. This use would generate approximately 20 vehicle trips per day during normal business hours. Vehicles visiting the site would include small trucks,vans, pickup trucks, automobiles and delivery vehicles. The type and volume of traffic would be extremely similar to the type and volume of traffic which presently exists. Northampton Radiator Co., Inc. would operate during normal business hours. The work done at the site would include the repair and replacement of radiators, the repair of automobiles and trucks, and the sale of radiators, related automobile parts and welding supplies. In conjunction with this activity, there would be the storage of radiator fluids and small amounts of motor oil. The storage and handling of these materials will comply with the Massachusetts Department of Environmental Protection regulations for a "very small generator". The site is not located in a flood hazard area, it is not within 200 feet of any water course, and it is not within any special overlay district. The proposed use will not generate any noxious odors, excessive noise or storage of motor vehicles on the site. All waste products will be properly stored and will be removed and disposed of by licensed contractors in compliance with all local, state and federal regulations. ill products will be stored within the building and no materials, other than those disposed of in the dumpster, will be outside the building. Current zoning requires 4 parking spaces for the operation of this business. As shown on the site plan submitted herewith, there are approximately 8 parking spaces available for the proposed use. The parking area is paved, with a paved drive to Hatfield Street. The garage is currently served by electric, telephone and gas utilities and city water and sewer. These utilities are more than adequate for the proposed use and no additional service of utilities are required. The proposed use is allowed in the G.I. zoning district with a special permit from the Planning Board. Therefor, we request that the Board issue the special permit based on the proposed use as set forth above. We suggest that the proposed use is similar to the existing use, that the proposed use will not create any new violations of the Zoning Ordinance, and that the character of the neighborhood will not be substantially changed from the existing nonconforming use.
