George Willard at 68 Ridgewood Terrace, has been parking a commercial vehicle across the road from 9 Blackberry Lane. Section 6.12 of Northampton zoning prohibits vehicular egress/access to a lot from any side or rear lot line without a special permit by the planning board. I went to the area in question and left a complaint notice on the Willard property. Mr Willard called this office on July 13 indicating that he will comply with this directive and removf the vehicle. Section 6.12 Vehicular Egress/Access to a Lot and Common Driveways.Vehicular egress/access to a lot must be across the front lot line, except that the Planning Board may issue a Special Permit permitting vehicular egress/access to a lot over any side lot line or rear lot line. In addition to and in conjunction with this,the Planning Board may issue a Special Permit permitting a common driveway(a single curb-cut and driveway providing vehicular egress/access to more than one lot)provided: 1. said common driveway shall not service more than three(3) lots, 2. said common driveway shall provide the only vehicular egress/access to the lots being serviced by it, and shall be so stated in the deeds to the subject lots, 3. the grade, length and location of the common driveway shall be of suitable construction, in the opinion of the Planning Board,for the access and turn-around of the number and types of vehicles, including moving vans, ambulances, fire and police, which will be utilizing such driveway. Common driveways: A. shall have a width of a least fifteen(15) feet, and B. shall have passing turnouts providinga total width of at least 20 feet along a distance of at least 25 feet,spaced with no more than 300 feet between turnouts,and with the first such passing turnout being located within ten feet of the driveway connection to the street,and C. must meet the prior approval of the DPW and the Fire Department, and D. shall conform to all other driveway requirements of the Zoning Ordinance. Where applicable, easements and easement plans must be submitted with the Special Permit Application. (Amended 3/21/85,7/19/90 and 10/6/94) Section 6.13 Flag Lots. The Planning Board may issue a Special Permit allowing r the reduction of the frontage requirements for lots in the RR and SR Districts, when such lot is to be used solely for single-family residential purposes, provided said lot has: 1. met the requirements of the Table of Dimensional and Density Regulations, §6.2; and 2. an access roadway with no curve having a radius of less than eighty(80) feet or, if access is from another lot, there must be area on the flag lot for an access roadway with no curve having a radius of less than eighty (80) feet; and 05/01/01 6-17
