VIP Hoard of Appeals met at 9: 30 PM, April 20, 19s33 , to rendei:
its decision on the special permit request of New Pioneer Valley, Inc. ,
d/b/a Pioneer Valley Nursing Home. Present and voting were Chairman
Robert C. Buscher, William Brandt , and Marianne Zurn.
The minutes of the public hearing, held on March 30, 1933 , were
approved, but the reading was waived.
On a motion made and seconded, the Board voted on the matter .
Referring to Section 9.3 of the mooning Ordinance, under which
application was made, the Chairman found that the proposed addition
would not be substantially more detrimental to the neighborhood than
the present use since, after viewing the property, he concluded that ,
as stated by the applicant, the front of the building, where the third
story would he added, is the lowest part of the structure and does not
face out onto any other houses. However, the rear portion, which does
abut houses , is lower and therefore, would not impair the view of those
homes on the north side of the building. He voted to approve the sne-
cial permit, subject to the condition that the number of beds he re-
stricted. Although he realized that the Board, under normal circur'stanr-r,
would have no control over the number of beds , he felt that in this
facility the number could be limited by placing conditions on the special
permit , thereby restricting the number to 125 . Any increase in that
number would require approval from the Board because the facility new
lacks an adequate amount of parking space, and additional beds would
further constrict the amount of available space.
Mr. Brandt and Ms. Zurn concurred with these findings , and they
too voted to approve, subject to the above-mentioned condition.
The vote to approve being unanimous, the special permit was granted .
subject to the condition that the applicant return to the Board of
Appeals for its approval , based on the availability of appropriate park-
ing spaces. for any further expansion.
The meeting was adjourned at 8: 50 PM. Present, in addition to the
Board members , were Clare Fennessey, Clerk, and a reporter from WHIP.

addition onto the existing lower roof area of the Pioneer Valley Nursing Home to
bring it in line with existing upper roof; there will be no increase in the total
height of the building, nor will there be any extension beyond the existing perimeter
of the structure. Construction materials and design will be similar to the present
building. The addition will be used as a general activity area. with space for
physical therapy, recreation, and staff offices. There will he a_increas_e in the
licensed bed quota of 125.
