2018-07-05_Cover_Letter-City July 5, 2018 City of Northampton Department of Public Works 125 Locust Street Northampton, MA 01060 Attention: Douglas McDonald Re: VA Central Western Massachusetts Healthcare System Dear Mr. McDonald: The Veteran Affairs Medical Center is proposing improvements due to the failing infrastructure and parking demand on the campus. The proposed improvements include the construction of two parking lots containing a total of 345 parking spaces along the northern and western portion of the site. Parking improvements along the upper portion of the campus are also proposed, with an additional parking lot containing 31 spaces, as well as an additional 109 spaces proposed within existing parking lots. Reconstruction of failing roadways throughout the campus is also proposed. The increase in parking spaces leads to an increase in impervious surface, which will be managed through multiple stormwater management facilities, such as bioretention basins and subsurface detention beds. Stormwater runoff will be managed through these facilities such that the postdevelopment flows are less than or equal to the predevelopment flows. Additionally, water quality units are proposed throughout the site to ensure treated discharges. The design plans and stormwater management report have been submitted for your review.
