Vortsentry HD Sizing Calculations Introduction The Colvest Group, LLC proposes to redevelop an existing concrete plant at 303 King Street in Northampton, Massachusetts to construct two multi-tenant retail buildings with associated parking, loading and dumpster areas. The subject parcel contains 3 acres with frontage and a signalized intersection on King Street. Modifications are also proposed to the rear and front of 301 King Street to provide cross parking and access for this adjacent parcel and limit left hand turns. The total area of site disturbance is approximately 3.8 acres. Proposed Building #1 is 6,971 s.f. and includes a single lane drive-thru and outdoor seating area. Building #2 is 24,600 s.f. This development increases the impervious coverage of the overall watershed from 2.410 ac. to 2.604 ac., an 8,452 s.f. increase. A portion of the existing and historic impervious areas were compacted gravel from the previous concrete plant use. Soil Conditions The Web Soil Survey (attached) identifies the on-site soils as Amostown-Windsor silty substratum-Urban land complex. These soils are characterized as Hydraulic Soil Group B. Five Re: Colvest – 303 King Street Northampton, MA 2 test holes were performed on 9/19/18 and observed by Massachusetts Certified Soil Evaluator, Tim Coon, P.E. Our observations of the soil texture confirm the classification of HSG B. Much of the site has been disturbed and filled from the previous concrete plant activities. Test pits 2, 2a and 3 contained fill to 5 or 6 feet deep. Mottling was observed at 48” in test pit 1, limiting infiltration BMP’s to a 24” profile. Test pits 4 & 5 contained buried concrete slabs, also unsuitable for infiltration. Test pits #2A and 3 showed mottling deeper so a deeper profile BMP is feasilbe. However, fill material and concrete slabs in the area of infiltration measures would need to be removed. The permeability rate for HSG B sandy loam soils was assumed to be 1.02 in/hr per recommendation of the Massachusetts Stormwater Handbook Table 2.3.3 (1982 Rawls Rates). The average seasonal high water table elevation in the front of the site is 144.0. The elevation at test pit #3 in the rear of the site is 142.3. Design Requirements The proposed stormwater system is designed to provide zero increase in peak runoff rates for the 1-year, 2-year, 10-year, 25-year, 50-year and 100-year storm events. This peak attenuation is accomplished by providing a storage volume and infiltration area sufficient to attenuate peak flows from the increased runoff. The proposed stormwater system is also designed to comply with MADEP Stormwater Standards including treatment and infiltration of runoff for the entire site. The front system will be treated with subsurface infiltration trenches, rain gardens, deep sump catch basins with hooded outlets and a subsurface detention system for larger storms. The rear system will be treated with deep sump catch basins with hoods and an infiltration basin with forebay. The treatment BMP’s selected are reported to remove 80% of total suspended solids (TSS) as well as other common pollutants from the site discharge. Hydrologic Watershed Analysis The pre-redevelopment watershed is shown on the attached Pre-Redevelopment Drainage Area Map as two watershed areas. The front of 303 King Street drains to the west directly to King Street. The rear of the site drains to the east onto the abutting property which continues to drain to the east toward the rail road tracks and eventually the Connecticut River. The design points for this analysis are 1) the manhole at the site entrance receiving runoff to King Street and Barrett Street and 2) the discharge point of the rear infiltration basin. Since the site is mostly impervious (pavement and compacted gravel) with relatively short flow paths, time of concentration was assumed to be 5 minutes for all watershed analysis. The SCS Unit Hydrograph Method was used to model the hydrologic conditions for each design storm (1, 2, 10, 25, 50 and 100-year Type III 24-hour duration storms). Respective rainfall data for the 24-hour duration was taken from the NOAA website (attached). The post-development watershed was divided into 18 subcatchments for each drainage pipe, roof leader, structure, or basin. Areas 1S- 6S drain to the rear Infiltration Basin. Areas 8S-19S drain to the front subsurface detention system. Hydrograph Routing and Hydraulic Modeling The computer software HydroCAD 10.0 was used to model the pre and post-redevelopment watershed conditions during each design storm. The results demonstrate that the proposed drainage system meets the city’s requirement for zero increase in runoff from each storm event. The 25-year storm results are provided for each subcatchment, drainage structure and treatment BMP. A Node Summary is provided for all the other storm events to avoid redundancy of data. The front drainage system to King Street is designed to avoid flooding of the parking lot up to a 25-year storm. Larger storms will result in some flooding and overflow to King Street, but peak flow rates will not increase. The rear drainage system to the east is designed to retain all runoff up to a 5-year storm. During larger storm events, some discharge will occur. However, peak discharge rates are reduced. In our professional opinion, the proposed development will not adversely impact downstream properties or drainage systems. This drainage analysis assumes a free discharge condition to King Street. While reports are that this system is undersized, this assumptions still demonstrates there will be no increase in peak Re: Colvest – 303 King Street Northampton, MA 4 flow rates. An outlet control condition at King Street would likely increase frequency of flooding, but not above existing conditions. MA DEP Stormwater Standards Compliance: Standard 1: No new stormwater conveyances (e.g. outfalls) may discharge untreated stormwater directly to or cause erosion in wetlands or waters of the Commonwealth. The proposed stormwater system collects and treats all the runoff from the site. Standard 2: Stormwater management systems shall be designed so that the post-development peak discharge rates do not exceed pre-development peak discharge rates. The pre and post-redevelopment discharge rates are included in the HydroCAD report and are summarized in Table 1 above. There is no increase in runoff for the 2, 10 or 100-year storms to either design point. Standard 3: Loss of annual recharge to groundwater shall be eliminated or minimized through the use of environmentally sensitive site design, low impact development techniques, stormwater best management practices, and good operation and maintenance. At a minimum, the annual recharge from the post- development site shall approximate the annual recharge from pre-development conditions based on soil type. This Standard is met when the stormwater management system is designed to infiltrate the required recharge volume as determined in accordance with the Massachusetts Stormwater Handbook. This site involves the expansion and conversion of an existing industrial site to a commercial use. Parking requirements were set by Colvest based on their experience leasing properties. The amount of parking and impervious area cannot be reduced without negatively impacting the economic viability of the project. Therefore impervious areas cannot be further reduced. Infiltration BMP’s are proposed for all subcatchments areas. The front system discharging to King Street will be treated with subsurface infiltration trenches or rain garden/bioretention. All catch basins include deep sumps and hoods and are configured in an offline layout to avoid resuspension of sediment in the sumps. The rear of the site includes an infiltration basin with forebay. The Massachusetts Stormwater Handbook requires retention of 0.35 inches of runoff for all impervious areas over HSG B soils. The required infiltration volume for each BMP are computed as follows: Re: Colvest – 303 King Street Northampton, MA 5 1. Infiltration Basin (Areas B2, CB1-CB4) = 52,191 s.f. x 0.35”/12 = 1,522 c.f. The infiltration basin has a volume of approximate 9,138 c.f. below the overflow spillway, greatly in excess of the required infiltration volume. 2. Infiltration Trench (CB5&7) = 8,525 s.f. x 0.35”/12 = 249 c.f. The infiltration trench has a static storage capacity of 353 c.f. 3. Infiltration Trench (CB6&8) = 11,302 s.f. x 0.35”/12 = 330 c.f. The rain garden has a static storage volume of 89 c.f. below the overflow CB. 9. Rain Garden #15 (CB15) = 1,467 s.f. x 0.35”/12 = 43 c.f. The rain garden has a static storage volume of 121 c.f. below the overflow CB. The drawdown rate for each infiltration BMP was assumed to be 1.02 in/hr or 0.085 ft/hr per DEP Rawl’s rate for sandy loam. The drawdown time is computed as follows: T = Rv/(K*A) 1. Infiltration Basin with a bottom area of 1,320s.f. = 1,522 c.f./(0.085 ft/hr)(1,320 s.f.) = 14 hours This is less than the maximum allowed 72 hour dray down. It is also conservative since the average surface area during drawdown is larger than the bottom area. 2. Infiltration Trench (5+7) with a bottom area of 652 s.f. = 249 c.f./(0.085 ft/hr)(652) = 5 hours. 3. Infiltration Trench (6+8) with a bottom area of 616 s.f. = 330 c.f./(0.085 ft/hr)(616) = 7 hours. 4. Infiltration Trench (10+11) with a bottom area of 897 s.f. = 423 c.f./(0.085 ft/hr)(897) = 6 hours. 5. Rain Garden #9 with a surface area of 531 s.f. = 252 c.f./(0.085 ft/hr)(531) = 6 hours. Rain Garden #15 with a surface area of 300 s.f. = 43 c.f./(0.085 ft/hr)(300) = 2 hours. A maintenance schedule is provided on sheet 8 of the plan set and the city’s documentation form is attached. Standard 4: Stormwater management systems shall be designed to remove 80% of the average annual post-construction load of Total Suspended Solids (TSS). This standard is met when: a) Suitable practices for source control and pollution prevention are identified in a long- term pollution prevention plan, and thereafter are implemented and maintained; b) Structural stormwater best management practices are sized to capture the required water quality volume as determined in accordance with the Massachusetts Stormwater Handbook; and c) Pretreatment is provided in accordance with the Massachusetts Stormwater Handbook. Post-construction maintenance requirements are includes on sheet 8 of the plan set and the O&M Plan attached to this report. The owner hereby agrees to maintain good housekeeping procedures to keep the site clean of litter and debris. Enclosed dumpster pads are provided. The dumpsters will be covered. No other materials will be stored outside. No vehicles will be washed on site. The subsurface infiltration system and deep sump catch basins will be maintained as noted on sheet 8 and the O&M Plan. Spill in the parking areas will be cleaned with absorption materials and disposed in accordance with local state and federal regulations. The maintenance of lawn and pavement areas and the use of pesticides and de-icing material shall be minimized as noted on sheet 8. The infiltration trenches, rain gardens and infiltration basin with forebay are accepted BMP’s for removing 80% TSS. The off-line deep sump catch basin provides pretreatment of 25% TSS. TSS = 1.0 – (1.0 x 0.25) = 0.75 (deep sump pre-treatment) TSS = 0.75 – (0.8 x 0.75) = 0.15 = 85% efficiency The Water Quality Volume for each BMP are computed as follows: 1. Infiltration Basin = 52,191 s.f. impervious x ½”/12 = 2,175 c.f. The infiltration basin has a volume of approximately 9,138 c.f. below the spillway overflow elevation. Standard 5: For land uses with higher potential pollutant loads, source control and pollution prevention shall be implemented in accordance with the Massachusetts Stormwater Handbook to eliminate or reduce the discharge of stormwater runoff from such land uses to the maximum extent practicable. If, through source control and/or pollution prevention, all land uses with higher potential pollutant loads cannot be completely protected from exposure to rain, snow, snow melt and stormwater runoff, the proponent shall use the specific structural stormwater BMPs determined by the Department to be suitable for such uses as provided in the Massachusetts Stormwater Handbook. Stormwater discharges from land uses with higher potential pollutant loads shall also comply with the requirements of the Massachusetts Clean Waters Act, M.G.L.c. 21, §§ 26-53 and the regulations promulgated thereunder at 314 CMR 3.00, 314 CMR 4.00 and 314 CMR 5.00. The proposed use is not considered a higher potential pollutant load. It is a retail site with drive-thru. Therefore this standard does not apply. Standard 6: Stormwater discharges within the Zone II or Interim Wellhead Protection Area of a public water supply and stormwater discharges near or to any other critical area require the use of the specific source control and pollution prevention measures and the specific structural stormwater best management practices determined by the Department to be suitable for managing discharges to such areas, as provided in the Massachusetts Stormwater Handbook. A discharge is near a critical area if there is a strong likelihood of a significant impact occurring to said area, taking into account site-specific factors. Stormwater discharges to Outstanding Re: Colvest – 303 King Street Northampton, MA 8 Resource Waters and Special Resource Waters shall be removed and set back from the receiving water or wetland and receive the highest and best practical method of treatment. A “storm water discharge” as defined in 314 CMR 3.04(2)(a)1. or (b) to an Outstanding Resource Water or Special Resource Water shall comply with 314 CMR 3.00 and 314 CMR 4.00. Stormwater discharges to a Zone I or Zone A are prohibited unless essential to the operation of the public water supply. The subject parcel is not within a critical area. Therefore this standard does not apply. Standard 7: A redevelopment project is required to meet the following Stormwater Management Standards only to the maximum extent practicable: Standard 2, Standard 3, and the pretreatment and structural stormwater best management practice requirements of Standards 4, 5, and 6. Existing stormwater discharges shall comply with Standard 1 only to the maximum extent practicable. A redevelopment project shall also comply with all other requirements of the Stormwater Management Standards and improve existing conditions. This project is a redevelopment but increases impervious coverage. As a result it is designed to fully comply with the storm standards. Standard 8: A plan to control construction-related impacts, including erosion, sedimentation, and other pollutant sources during construction and land disturbance activities (construction period erosion, sedimentation, and pollution prevention plan) shall be developed and implemented. Sheet 4 of the plan set is the Erosion Control Plan and sheet 8 includes construction-related notes to sequences to prevent erosion and sedimentation during construction. Standard 9: A Long -Term Operation and Maintenance (O&M) Plan shall be developed and implemented to ensure that stormwater management systems function as designed. The post-construction maintenance schedule noted on Sheet 8 of the Plan Set and the attached O&M Plan will be implemented by the property owner who will also maintain logs and records of maintenance efforts. BMP measures are shown on the plans. The estimate annual maintenance budget is $4,000. Standard 10: All illicit discharges to the stormwater management system are prohibited. No illicit (non-stormwater) discharges are proposed or identified at the site. An Illicit Discharge Compliance Statement will be provided by the owner. All storm system structures will be cleaned at least once per year and more often if sediment accumulates to within 24” of the outlet pipe. If sediment needs to be removed, increase frequency of inspections to twice per year. The Subsurface Detention System will be inspected annually. Oil products and sediments will be removed and disposed of in accordance with state and federal guidelines and applicable regulations. In the case of an oil or other bulk pollutant release, the onsite storm system must be cleaned immediately following the spill and the proper authorities notified. Attachment A: Stormwater Facility Maintenance Schedule Page 2 of 3 Infiltration Trenches: There are 3 infiltration trench systems for the parking area between Building #1 and Building #2. These trenches are designed to infiltrate surface runoff before overflowing to the subsurface detention system. The following maintenance practices shall be followed: 1. Inspect special catch basin after a major storm event (>3”). If water does not recede 12” below the weir wall within 72 hours after a storm event, the system is clogged or malfunctioning. 2. Check the 10” inlet pipes for obstructions. If this does not alleviate the flow, remove the pavement over the system and repair and replace clogged components. Scarify subsoil to receive infiltration, reinstall system and repave. Rain Garden/Bioretention: There are 5 rain garden bioretention areas on the site, three in the front yard between King Street and Building #1, and the fourth and fifth are on the right side of the entrance drive (south side). The rain gardens are designed to collect surface runoff from paved surfaces and infiltrate this runoff through a soil media. During rainfall events, expect standing water. Water should dissipate within 24 hours. If water remains longer than 72 hours, the systems will require evaluation by the Site Engineer or other qualified professional. During larger storms, the rain gardens are designed to overflow to the subsurface detention system through an elevated drainage structure in the middle of the rain garden. Regular maintenance will help insure the long term function of the rain gardens. The following maintenance practices shall be followed: 1. Inspect after every major storm event (>3”) to confirm water is draining from basin. 2. Remove trash from basins once a week. 3. Remove leaves and organic debris annually in the fall of each year. 4. Fertilize, prune vegetation, remove dead growth and replace bark mulch annually. 5. If water does not drain within 72 hours, remove top layers of soil media until soils drain. Check to confirm underdrain is not clogged. Replace underdrain and soil media as required. Infiltration Basin: There is one infiltration basin at the southeast corner of the site. The following maintenance practices shall be flowed: 1. Inspect to ensure proper functioning: After every major storm (>3”). 2. Mow the buffer area, side slopes, and basin bottom; remove trash and debris; remove grass clippings and accumulated organic matter 3. Inspect and clean forebay, at least twice a year and after every major storm event. Accumulated sediment is to be removed when within 24” of the top of the stone filter berm. Repair rip rap as needed. 4. Landscape plantings in the basin will be maintained and replace as needed. 5. When basin fails to drain within 72 hours, remove accumulated sediments, deeply till the remaining soil, cap with sandy loam and revegetate. Attachment A: Stormwater Facility Maintenance Schedule Page 3 of 3 Subsurface Detention System: The front building, access drive and parking area between Building #1 and #2 contains a subsurface detention system that receives overflow and filtered underdrain flows from the pervious pavement and rain gardens. This system is designed to temporarily store and slow down the rate of runoff leaving the site for larger storm events. The following maintenance practices shall be followed on a semi-annual basis: 1. Inspect manholes (15 total) by removing covers and looking for evidence of standing water, accumulated sediment or debris. If any of these are present, clean pipes with a jet vac system designed to power wash the pipes and pump out the water into a tanker truck for disposal off site. 2. Check outlet structure near King Street entrance (double manhole covers) to confirm 10” orifice and outlet pipe are unobstructed. Water Quality Unit (VortSentry HS36) The storm drainage system at 301 King Street connects to the drainage system in King Street via a 12” RCP. A VortSentry HS36 water quality unit is installed in the lawn in front of the building at 301 King Street along this outlet pipe. Inspect structure twice per year (spring and fall) by removing manhole cover. If the distance from the water surface to the sediment deposits is less than 3.6 feet, the structure should be vacuumed and disposed of by a qualified contractor and disposed of in accordance with local regulations. If oils or hydrocarbons are visible on the surface of the water, they can be removed by absorbent pads or vacuumed. Trash can be removed by a net to separate from other contaminants. Record Keeping and Annual Reports: Records shall be maintained by Colvest/Northampton, LLC at their offices as described above and shall document all routine and emergency maintenance work to the stormwater management system and shall bear the signature of the individual supervising the work. Annual reports documenting the inspection, maintenance, and proper functioning of the stormwater management system in accordance with the approved design shall be submitted to the Northampton Department of Public Works and the Northampton Office of Planning and Development no later than October 1st of each year.
