2021-0929 NorthamptonSolar O-M Rep SITE OBSERVATION REPORT SLR International Corporation, 1350 Main Street, Suite 1012, Springfield, MA 01103 413 241 6920 slrconsulting.com DATE: September 29, 2021 SLR #: 15223.00011 PROJECT: CED Northampton Solar LLC Observed By: Michael Gagnon, PE Time: 9:00 am – 10:30 am Weather: Clear, 60’s PERSONNEL Kris McDaniel, Con Edison Michael Gagnon, SLR ACTIVITY No site activity. ANNUAL O&M COMPLIANCE VISIT OBSERVATIONS 1. SLR conducted an annual O&M compliance visit pursuant to the City of Northampton Stormwater Management Operation, Maintenance, and Inspection Agreement. The purpose of this visit is to observe the condition of site stormwater controls and overall stability of the site. 2. Kris McDaniel indicated that the site within the perimeter fence was mowed approximately 3 weeks ago. 3. Vegetation has established throughout the site with 95% to 100 % coverage of grasses. No notable signs of erosion or discharge of concentrated runoff towards off site areas. 4. Vegetation within the stormwater basin is approximately 95% established with weeds and grasses. No signs of woody vegetation within the basin or embankments. No accumulated sediment was observed in the bottom of the basin. Outlet weir wall somewhat obscured with tall weeds (see Figure xx). 5. Some minor erosion of the main access road observed adjacent to the inverter pads (see Figure xx). 6. Sections of compost filter tube observed in some areas which can be removed now that upland areas have fully stabilized. RECOMMENDED ACTIONS 1. Cut down vegetation at the weir wall of the stormwater basin. Monitor basin and embankments for signs of woody vegetation and completely remove any growth of woody vegetation to prevent seepage through embankment. 2. Repair eroded rills on access read as noted above. Install stone check dam upgradient of eroded area to dissipate runoff and minimize further erosion. 3. Remove sections of CFT or other erosion control barriers that are no longer necessary.
