On 2/12/01 during routine inspections I observed two men carrying a water heater into
a building located on the corner of King Street and Damon Road Northampton Mass. The
Building is owned by Pride. I entered the premise to investigate and found two men in the
process of removing a water heater and installing a used replacement water heater. I
showed proper identification and asked to see their plumbing licenses, both men were
pleasant and admitted they did not have plumbing licenses. I explained the dangers of
improper water heater installations and suggested they call their employer stating that
they had been informed this installation would require a licensed plumber and permits
would be needed before continuing with the installation. I asked these men why they
were doing this type of work knowing it required a plumbing license. The men explained,
they were instructed by their supervisor Bob Bolduc to pick up the used water heater at
their warehouse and to install it. The men were able to make phone contact with Bob
Bolduc, they stated to me after speaking with him that he would contact a licensed
plumber to install a new water heater right away. I red tagged the leaking heater and the
used heater. The pride employees left the premise without hot water because they had
also disconnected the wiring to the leaking existing one.
On 2/13/01 I did a follow up inspection at approximately 12: noon, nothing had -
changed from the day before. I called the inspectors office and asked our secretary Dot to
phone Bob Bolduc expressing the need for the permit and water heater installation. Dot
was asked why the old one just couldn't be reconnected. I had explained the dangers the
previous day pertaining to the installation and operations of faulty water heaters and their
controls. The only option was to hire a licensed plumber, take out a permit, remove the
faulty leaking water heater, remove the used water heater, install a new water heater and
call for an inspection.
On 2/13/01 at approximately 2:30 I phoned Bob Bolduc at his Springfield office. I
asked him what the hold up was pertaining to the new water heater installation. He stated
a licensed plumber would be at our office tomorrow to take out the permit and install a
new water heater. I asked Bob Bolduc if it was his practice to send maintenance people
out to do plumbing and install water heaters. Bob Bolduc stated; "Normally this sort of
installation is of no issue". I asked him what he meant by this statement, he stated rather
"flip" he was in a meeting and stated a curt goodbye.
I have filled out the complaint form, attached to this document and am now
requesting an investigation into this matter.
