Building". I refered to Article 21-Section 2101 .10.1 "means of egress (2) independent
means of egress". Article 6 -Section 600.3 minimum requirements, Section 609.3 minimum
number.

MEMORANDUM

REFERENCE : Hampton Court, Northampton, MA

On Friday, October 16th, Roger Seward, your
representative , Steve Mortrude, our structural
consultant and I had several meetings with town
officials in Northampton. The following is a
summary of those meetings:
I . We received a building permit from Mr. Nimohay,
the Northampton Building Inspector , to begin
construction on the 70 unit commercial/
residential building and related parking lot
area and plaza. There were, however, two items
that still need to be addressed:
( i) The clock tower is 61 '-0 " high while the
height limitation in the central business
district is 55 '-0 " . The clock tower can be
interpreted, in my opinion, as an accessory
le< portion of a building, as in elevator
machine rooms and mechanical penthouses,
and therefore not subject to the 55 '-0 "
height limitation. I shall contact Gene
Bunnell at the Planning Board to try to
find a final determination. If necessary,
we have agreed to lower the tower to comply
with the 55 '-0" restriction.
( ii) The building inspector requires that all
parking spaces be of a minimum dimension of
9 ' x20 ' . The site plan presented contains
a (ic parking spaces at widths of 8 '-0" , 8 '-6"

and 9 '-0" . To have all 9 '-0" wide spaces
would result in the parking lot being able
to accommodate 86 rather than 90 cars. The
loss of the 4 spaces will be made up by
introducing 4 additional spaces on the site
possibly at the base of the clock tower
II . We also spoke with Mr . Nimohay regarding the
proposed Goll townhouse renovations and showed
him preliminary design sketches our office had
prepared. Mr . Nimohay believes that with 1 hr .
party walls between units and the units being
totally self-contained and sharing no common
areas , we can accommodate a 4 bedroom
arrangement by creating a new master bedroom
suite in the present attic space. The windows
and dormers will also have to meet State Code
' requirements in terms of size and location but
no second means of egress was believed to be
necessary.
III . We met with Larry Jones , the Assistant Fire
Chief and consulted with him on the Goll
townhouse renovations . Mr . Jones' opinion was
that we required interconnected smoke alarms at
top and bottom of stairs at all floors .
However, he also felt that no secondary means of
egress would be required since the townhouses
were self-contained units placed side by side .
