The following is an opinion of the applicable codes to be followed for the proposed change in use with the associated work. BACKGROUND AND PROJECT SCOPE The principle structure consists of a two (2) -story above grade structure. The building is a masonry load bearing exterior walls,wood framed structure on steel beams/columns,with a steel joist flat roof that contains existing mercantile and past business uses. The existing roof is of wood framed decks sandwiching a 2-inch interlocking gypsum product and overlain with a flat EPDM type roofing material. This building would be classified as Type 3-B construction under the building code. The structure was reportedly built about 1900 per City of Northampton records. The proposed project is to remodel the former La Fiorentina Bakery space into a business use facility for The Consortium.This change in usage will require the front lobby area to be strengthened using LVL beams to support the code prescribed loading. The major items will be maintaining/correcting the fire-resistance ratings of walls, ceilings, and corridor/exiting doors. Below are some provisions of the building code that will apply: 2015 IEBC 803.2.1 Existing vertical openings. All existing interior vertical openings connecting two or more floors shall be enclosed with approved assemblies having a fire- resistance rating of not less than 1 hour with approved opening protectives. 2015 IEBC 803.4 Interior finish.The interior finish of walls and ceilings in exits and corridors in any work area shall comply with the requirements of the International Building Code. WINDOWS With the aforementioned, the installation of replacement glazing, or new glazing shall conform to the code for new construction (CNC). GLASS REPLACEMENT 2015 IEBS 702.4 Window opening control devices shall be installed where an existing window is replaced if they follow the five (5)requirements of section It should also be noted that for window types that fail current dimensional standards for egress requirements. As long as the replaced window does not lessen the existing clearances, the window alteration will be permitted and allowed as meeting the intent of the code. Within Section 604,any level of safety that currently exists in the building's egress system must not be adversely affected or lessened(i.e.,any new building element that is replacing or covering existing elements must be at least as good/safe as the old elements,however must comply with the Code for new construction). With the aforementioned,and the cited provision of the code,any replaced/damaged window will need to be addressed and comply within the code,thus when a window is damaged the whole window will need to comply. Any broken glazing within the entrance door(s)/side windows to the lobby/atrium area will need to comply within the provisions of the code and as more particularly 2015 IBC 2406.4 Hazardous Locations: thus,requiring safety glazing materials. AUTOMATIC SPRINKLERS 25 Armory Street Northampton,MA —8— May 12,2020 The provisions of MGL Chapter 148 Section 26G does not apply to this project Basically, it effects buildings over 7,500 gsf undergoing an addition or major renovation. This project would not meet the legal definition of a major renovation and is not proposing to add an addition. M.G.L. Chapter 148 Section 26H does not apply to this usage since it states in part: - In any city or town which accepts the provisions of this section, every lodging house or boarding house shall be protected throughout with an adequate system of automatic sprinklers in accordance with the provisions of the state building code. M.G.L. Chapter 148 Section 26I does not apply to this usage since it states in part: - In a city, town or district which accepts the provisions of this section, any building hereafter constructed or hereafter substantially rehabilitated so as to constitute the equivalent of new construction and occupied in whole or in part for residential purposes and containing not less than four dwelling units including, but not limited to, lodging houses, boarding houses, fraternity houses, dormitories, apartments, townhouses, condominiums, hotels, motels and group residences, shall be equipped with an approved system of automatic sprinklers in accordance with the provisions of the state building code. M.G.L.
