NARRATIVE
The proposed reconstruction and renovation of the so-called Hill and Dale Mall involves the
construction of new facades to the buildings in accord with the City's new design guidelines, i.e.
separated store fronts, the construction of a small bank building on the King Street setback line
and the creation of sidewalks and permeable planting islands throughout the parking area to
provide for a "pedestrian scale" development as contemplated by the City's new design
guidelines.
The proposed planting for the Hill and Dale Mall development has been designed to compliment
this redevelopment project. The design incorporates a variety of flowering shrubs, flowering
trees and shade trees,providing an improvement over existing conditions on this parcel.
The design includes street tree planting along King Street (Littleleaf Lindens) as well as with
flowering shrubs between the sidewalk and the proposed parking area. Pedestrian sidewalks have
been provided on both sides of the parking area leading from King Street to-the proposed
building. In addition a sidewalk connection is shown to the two-story bank building located
along the front property line. Plantings have been provided to enhance the entrances of these
three walkways.
The entrance and exit as well as the main north south traffic isle within the development has
been defined through the use of shade trees (Pin Oaks), while the islands closer to the building,
separating the parking spaces, are defined through the use of flowering trees (Redspire Pears)
and flowering shrubs. The eastern ends of these islands also contain skyline honeylocust trees.
There are 5 planters adjacent to the building, one of which contains a bicycle rack. This layout
results in increased plant variety and details as pedestrians move from their cars and closer to the
building.
All disturbed areas as a result of this redevelopment will receive loam and be seeded, with the
exception of the planting areas. These will receive a minimum of 3"of shredded bark mulch.
This planting design meets the requirements and standards set fourth in The City of Northampton
Zoning Ordinance. Specifically, the use of 6' wide planting strips between all rows of parking, a
minimum of 1 shade tree per 15 parking spaces, and one shade tree pre 30' of street frontage
along King Street. The street trees have been located to the east of the concrete sidewalk along
King Street, preventing a conflict with the existing overhead utility lines located within the City
Right of Way. In addition, all planting material proposed at the entrance and exit to this
development has been located and sized to prevent any sight obstructions at the intersections.
