The current exemption for "homeowners" was extended to include
Owner-occupied Dwellings of one ( 1 )or two (2) families and to allow such
homeowner to engage an individual for hire who does not possess a `
license , provided that the owner acts as supervisor . CMR780 Section 109. 1 . 1
DEFINITION OF HOMEOWNER: Person( s ) who own a parcel of land on
which he/she resides or intends to reside , on which there is , or is
intended to be, a one or two family dwelling, attached or detached
structures accessory to such use and/or farm structures . A person who
constructs more than one home in a two-year period shall not be

On December 23 at approx lopm I was called by Northampton Fire
Department to 42 Bliss Street Map 23C-Lot 80 for a flooded house.
When I arrived I found that the basement was full with water to a
height over 5 ' and that the furnace was completely covered. On the
first floor water was flowing from the ceiling above and most of
the plaster ceilings had fallen down. The DPW had to be called to
shut the water off at the street and the electric company was
called to disconnect the meter. I took photos of the house and
posted a unsafe structure on the house. The daughter of the people
who owned the house was on the scene and said that her parents were
separated but she would try to locate her mother to secure the
house. She obtained a phone number and called her Mother , I spoke
to Mrs. Smith on the phone and explained that the water and
electricity had been shut off. She informed me that she thought
that she had insurance on the property but was not sure. I informed
Mrs. Smith and her daughter that before anyone could reoccupy the
house that the electrical systems, heating systems would have to be
inspected because of the damage that the water might have caused.
Firefighters informed me that in their estimation the water had
been flowing for several days , this estimation was based on the
large amount of ice that was present. The temperatures had been
below freezing for several days.

property owners complete the following:
1. A wiring permit must be taken out by a licensed electrician
to repair the wiring damaged and existing wiring tested and
inspected by the City of Northampton Inspector of wires.
2 . A plumbing and gas permit taken out by a licensed plumber to
repair the heating system and the completed work inspected by the
City of Northampton Plumbing and Gas Inspector.
Once this work is completed and inspected the building permit taken
out by the home owners can be signed and a certificate of occupancy
can be issued.
