Chris,
The car port won't meet setback requirements; it's too close to the side lot line. The city map shows your attached garage
right on the side lot line. Even with the allowance for the existing non-conformity, the carport would need to be at least 10'
from the side lot line. I attached a screen shot of the city map.
I can't see a way you could make this work.
