I spoke to the conservation commission and they said that you can’t start without risking an enforcement order. An enforcement order would mean you’d have to stop and put
everything back to where it was before you started. Sorry.

There is a 10 day appeals period after the decision by the conservation commission, and the decision must be recorded at the registry of deeds. These requirements come from MGL
Chapter 131, §40; it isn’t just a local ordinance. Once the 10 day period has passed and the decision has been recorded, we will issue the permit. I’ll review the plans so we’re ready
to issue the permit. When is the hearing scheduled? Let me know.
