These shall be submitted to Office of Planning and Development for sign off. 1.) Prior to construction, the applicant shall contract with a certified arborist who shall adequately mark trees for protection and Office of Planning and Development staff shall confirm tree protection measures are in place. The 3” oak slated for removal shall remain and be noted on revised plans. The arborist shall determine whether the construction of the parking space next to the driveway entrance where the existing 3” oak is noted to be saved will impact this tree. If it is determined that the tree will not survive, the arborist shall assess the viability of moving the tree and if deemed to be the best solution shall oversee its relocation and determine the best mechanism to do so. 2. Prior to issuance of building permit a revised lighting plan with photometric contours submitted showing 0 foot-candles at property boundary. 3. Prior to issuance of a certificate of occupancy, the applicant must submit traffic mitigation to the city of Northampton that shall used in the King Street corridor for bicycle/pedestrian improvements including safety improvements at intersections. For any portion of the sidewalk on private property, the applicant shall grant an easement, acceptable to the city recorded at the registry of deeds, for the public to pass and repass along this portion. 4. Prior to final certificate of occupancy an as-built of the lighting installed should be submitted (stamped by an engineer) showing compliance with the lighting approved herein, including 0fc at the property boundary. 5. All lights other than security building lights shall be turned off at the close of business. 6. Snow storage is not allowed in the buffer along King Street.. 7. The Applicant shall provide a single 6-inch water service from a tapping sleeve and valve off the King Street main. A 6-inch valve shall also be provided at the property line in the grass area just behind the proposed sidewalk. 8. Date: June 25, 2013Hearing No.:PLN-2012-0045 City of NorthamptonPlanning - Decision FINDINGS: The Planning Board voted to approve the Site Plan for the new Lia Kia automobile dealership based on the information submitted with the application and the following plans: 1) Lia Kia Site Plan at 263 King St Prepared by Huntley Associates, PC for Forish Construction revised date June 21 2012 Sheets 1-10. 2) Lia Kia Exterior Architectural Elevations by Forish Construction Sheet A-2 3) Lia Kia Site Plan Drainage Report by Huntley Associates, PC dated June, 2012. The Board approved the permit upon making the following findings: (1) The requested use protects adjoining premises against seriously detrimental uses. The use is allowed in the district and is consistent with the recently adopted zoning and design guidelines for the Highway Business district. (2) The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent streets, minimize traffic impacts on the streets and roads in the area. The use will have a single curb cut and the new building will be located in an area that is currently used as parking for the Honda dealership. The applicant has offered to make a $92,800 payment-in-lieu of traffic mitigation to further address the impact of the new use. (3) The requested use will promote a harmonious relationship of structures and open spaces to the natural landscape, existing buildings and other community assets in the area. (4) The requested use will not overload, the City’s resources including the effect on the City’s water supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools; and (5) The requested use bears a positive relationship to the public convenience or welfare. The use will not unduly impair the integrity of character of the district or adjoining zones, nor be detrimental to the health, morals, or general welfare. The use shall be in harmony with the general purpose and intent of the ordinance; and (7) If applicable, the requested use will promote City planning objectives to the extent possible and will not adversely affect those objectives, as defined in City master or study plans adopted under MGL c. 41, § 81C and 81D. The building and site development is designed to be consistent with the plan for King Street. COULD NOT DEROGATE BECAUSE: domestic and fire lines shall be provided outside the building. A DCVA (double check valve assembly) backflow preventer for fire line shall be provided inside the building. 9. The proposed red maple in the tree belt conflicts with the proposed water line location. To the extent possible, the water and sewer line shall be located outside the drip line of any proposed trees. 10. The existing sewer stub only extends several feet beyond the manhole on King Street and does not extend into the property as shown on the plans. The applicant shall restore the sidewalk and/or roadway/curb to DPW standards if disturbance occurs within the right of way to make this proposed connection. The proposed sewer manhole on the property shall serve as the required clean out and shall be located as close to the property line as practicable. This may require relocation of the proposed bench concrete pad. 11. The proposed pylon sign shall have a minimum offset of 5 feet from the sewer line. 12. The concrete sidewalk shall be 6 inches thick at the driveway crossing per the Department of Public Works standard. 13. Tactile warning strips shall be provided at the ADA ramps crossing the driveway and shall be added to the ADA Wheelchair Ramp detail. 14. The gravel base material for sidewalks shall be processed gravel (M1.03.1, 2-inch max stone size). 15. A trench detail for sewer pipe shall be added to the plan sheets. Sewer pipe within the right of way shall be embedded with 3/4-inch crushed stone (M2.0 1.4) with a minimum of 6-inch bedding and 6- inch cover over the pipe. 16. The sewer manhole detail should be accurately labeled as such and not as a storm manhole. 17. An Amendment to the Stormwater Management Permit has been issued with conditions that must be met prior to issuance of a Building Permit for the project.
