This mobility assistance device would be for the sole use of Mr. Carle, but has been reviewed by all the tenants of the building, and meets with their satisfaction. The proposal is to install an Elite Curve Model CRE-2110 Chair Lift by Bruno Independent Living Aides, Inc. from the first floor landing adjacent to the Main Street entrance to the third floor landing inside Mr. Carle’s private residence, along the inner face of the stair. Please see the attached specifications for the unit (providing dimensions and images). The entirety of the third floor and the stair from the third floor landing down to a portion of the second floor landing (where there is a secured door) is the private residence of Mr. Carle. The remainder of the second floor landing down to the first floor landing is a common path of travel for Mr. Carle and his wife, one tenant at a private residence on the second floor, and one business with 5 employees also on the second floor. There is a second means of egress from the first, second and third floor levels to the rear of the building. Mr. Carle and his wife are in residence only a few weeks per year, and given his advanced age of 86 years, he requires some assistance in navigating the stairs. The chair portion of the lift would be present in the common portion of the stairwell only when it is actually in use by Mr. Carle. When not in use, the chair portion of the lift would be stored at the second floor or third floor landing inside Mr. Carle’s private residence. The rail upon which the chair travels consists of a smooth metal extrusion without moving components (floor mounted on posts). The rail of the chair lift protrudes typically 7.5” – 8” from the wall. Per our review with you at the building this morning, we are requesting a compliance alternative for the common portion of the stair (second floor to first floor). The existing stair width is 48” wide (face of wall to face of wall) with 44” clear between the railings. The rail would intrude 5.5” to 6” into the required clear stair width, leaving a max. 38” clear.
