The current exemption for "homeowners" was extended to include Owner-occupied Dwellings of one (1) or two(2) families
and to allow such homeowner to engage an individual for hire who does not possess a license, provided that the owner acts
as supervisor. CMR 780, Sixth Edition Section 108.3.5.1.
Definition of Homeowner: Person (s) who own a parcel of land on which he/she resides or intends to reside, on which there
is, or is intended to be, a one or two family dwelling, attached or detached structures accessory to such use and! or farm
structures. A person who constructs more than one home in a two-year period shall not be considered a homeowner.
Such "homeowner" shall submit to the Building Official, on a form acceptable to the Building Official, that he/she shall be
responsible for all such work oorlonned under the building permit.
As acting Construction SUP!rvisor your presence on the job site will be required from time to time, during and upon

Also be advised that with reference to Chapter 152 (Workers' Compensation) and Chapter 153 (liability of Employers to

We are requesting to connect a sump pump for 8 !3J.ct..6~/'ilress L.</JI)~
to the Northampton municipal storm drain on that roadway. We assure that the sump pump shall
only discharge clean ground water. Connections to the municipal storm drain system shall not
include drainage flows from interior building spaces including, but not limited to, basements,
garages, work areas, and living spaces. No paints, solvents, oil, rubbish, pesticides, herbicides,
fertilizers, toxic or hazardous materials, sewage, metals, animal wastes, rock, sand, salt, soils,
construction waste, sediment, or noxious or offensive matter of any kind will be discharged to
the municipal drain system. A barrier shall be constructed and remain in good working order to
prevent any spills of any type that may occur in-the basement from entering the sump area.
In accordance with Chapter 278 of the City of Northampton Code of Ordinances, no person shall
dump, discharge, cause or allow to be discharged any pollutant or non-stormwater discharge into
the municipal storm drain system or risk enforcement actions which may include suspension of
drainage system access and/or civil and criminal remedies for such violations. In the event of a
release of oil or hazardous materials, the property owner shall immediately notify the municipal
Fire and Police Departments, Department of Public Works, and Board of Health. In the event of
a release of non-hazardous material, the property owner shall notify the Department of Public
Works no later than the next business day.
