MEETING MINUTES
PROJECT: Phase 1 Renovations – Three County Fairgrounds

PRESENT: Bruce Shallcross, Barry Roberts (Three County Fairgrounds); Gene Kurtz, Charles Sereda,
Andrew Desmarteau (Kurtz, Inc.); David Dietz (Dietz Construction Corp.); Jim Toomey
(Goodless Electric Co.); Jeff Squire (Berkshire Design Group); Jonathan Salvon (Kuhn

WEATHER: Partly sunny, 70 deg.
WORK IN PROGRESS:
• Abatement: Work is not complete but not active.
• Barns: Electrical work is mostly complete, except for light fixture installation. Plumbing work is
complete except for hose bibs and meters. Final interior grading is ongoing in the west barn. Stalls
are being erected in the east barn.

1.02 Construction Schedule: Barns and areas between barns, as well as access to
the barns, must be complete by June 28. The tent area must be ready by July
11.

• Site Work Between Barns: All underground structures complete.
Gravel will be installed over the weekend. Area will be ready for the
installation of the concrete pads for manure bunker slabs by early
next week.
• Infield Seeding: Materials are on site to seed the infield. Work is
awaiting a break in the weather.

3.01 Pay Requisition: Requisition is ready to be signed. KRA
4.01 Water Supply Piping and Water Services: The toilet building between the
barns will be operational with the installation of a backflow preventer and
meter. Water service work on the other toilet building will be complete
between June 28 and July 11.

5.01 Construction Sign: Creation of the sign is in process. No further discussion. Fair
5.02 Dedication Plaques: No further discussion. Fair
8.01 Change Orders: Dietz noted that there will be one additional asbestos pipe
removal Change Order. Sereda and Toomey presented the following
Proposed Change Order for electrical work:
• P.C.O. #19 - Drop Cords: This proposal would be a credit of

$9,674.57 for the elimination of the cord reels. This proposal was
accepted.
• P.C.O. #20 – Quadrant Lighting: The proposal would be an
additional cost of $4,209.54. This change would provide additional
lighting control in the main area of each barn. This proposal was
accepted.
• P.C.O. #21 – Type C Light Fixtures: The proposal would be an
additional cost of $6,488.42. This proposal relocates the twelve, type
C fixtures and removes them from the battery backup system. This
proposal was accepted.
• P.C.O. #22 – Type G Light Fixtures: The proposal would be an
additional cost of $9,095.72. This proposal provides twelve
additional light fixtures mounted over the egress doors. This
proposal was accepted.
• P.C.O. #23 – Toilet Building Electric Feeder: This proposal would
be a credit of $285.07 for the elimination of 60 feet of electrical
feeder for toilet building between the barns. This proposal was
accepted.
• P.C.O. #24 – Type F Light Fixtures: The proposal would be an
additional cost of $25,021.17. This proposal provides eleven flood
light fixtures mounted high on the barns for site lighting. This
proposal was accepted.
KRA will process a change order to include all the accepted proposals
21.01 Type “C” “F” and “G” Light Fixtures: All fixtures have been ordered.
22.04 Electrical Service: Squire submitted the stamped drawing for the electric
service work to the building inspector on Wednesday. Squire will contact the
inspector to confirm that work may proceed. Toomey indicated that, as
drawn, an adaptor may be required to connect the 500 amp feeder to the 300
amp lug in the disconnect. Felgate to follow up with Toomey and the
inspector. Felgate and Toomey are currently working on the grounding for
the panel. See below for additional infield work.

24.01 Dewatering Pump: Squire presented a dewatering pump design for the pond.
The pump will be mounted in a 3-foot-square concrete structure.

25.01 Infield Electrical Work: A generator may be required to power the four
electrical pedestals in the infield for the Morgan Horse Show. Nonetheless,
Felgate is working with Toomey on a permanent design solution to providing
power to these locations.

is to provide the hoses for the hose drops.
