Supplementary Information
Dear Carolyn,
This supplementary submission is in response the Department of Public Works
Draft Comments Memorandum, dated March 4, 2003, revised May 8, 2003.
Enclosed for your review please find the following:
• (2 Sets) Revised Site Design Drawings
• (9 Bound Sets) Supplementary Infonnation including; additional
responses to DPW General Comments, a cross section of the
proposed detention basin, a soils evaluation and wetland impact
summary perfonned by New England Environmental Inc. in which
they concluded that the detention basin located over 100 feet from
the wetlands will not directly or indirectly alter the wetlands.
Below please find revised responses to the Department of Public Works comments,
which are shown in bold print. In addition to revised modeling, these responses
reflect discussions between our office, the Planning Department, and the
Department of Public Works that occurred at a May 21, 2003 meeting. The
responses that are listed herein are limited to those items that require resolution in
accordance with the DPW Draft Comments Memorandum, dated May 8, 2003.
GENERAL COMMENTS:
3. There shall not be a continuous curb along the frontage to the access road
located at station 12+55+/-. A driveway apron with curbing must be installed. If
this "road" will be used for emergency access, including in the winter, then granite
curbing must be installed in lieu of a typical driveway apron.
Response: A driveway apron with curbing will be provided at the access
road. Gutter flow must be maintained.

Responses to DPW Comments
Response: The Operations and Maintenance Plan has been revised to
specify that the chamber shall be inspected 4 times/year for the first three
years of operation and, at a minimum, once annually thereafter. An
adequate inspection regimen should be established with experience. All
other pertinent information is detailed in the StormCeptor Owner's Manual.
Any changes to the maintenance plan as a result of "experience with
inspections" will be submitted to DPW for review under the
stormwater management plan.
30. Required inspections of the detention basin should be required by a
Professional Engineer or by a person working under the direction ofa Professional
Engineer. A copy of the inspection report and information on what maintenance
has been performed should be submitted to the DPW on an annual basis.
Any requirements determined by the Planning Board will be
incorporated into the maintenance documents.
WATER SYSTEM:

Goodkind, Inc., dated May 29, 2003.
General Response: Based on the comments presented by the DPW and
discussions at several meetings with the DPW, the proposed water
distribution system and fire protection system have been modified to
address the limitations of the existing municipal water service at· the
proposed development. Please find responses to each of the DPW's
comments below. In addition to the responses please note the following
revisions:
Fire Protection: All homes throughout the development will be equipped
with individual fire sprinkler systems. Fire hydrants will only be provided
on site at elevations that will have adequate residual pressures during peak
hour fire flow demands. From Table 2 of the Hydraulic Modeling report
prepared by Dewberry-Goodkind, Inc. (dated 2/05/03)) this elevation is
estimated to be 360'.
The revised model prepared by Dewberry~Goodkind (dated May 29,
2003) estimates this elevation to be 350'. Fire hydrants will only be
insta11ed along the 8" water main at elevations that do not exceed 350' •
Domestic Water Service: All lots that have less than· the required 20 psi of
pressure in the waterillain.during_peak-demand...w-iU-not-be-connected to the
City'S water distribution system. These lots (lots 26-45) will be serviced by
