HARDSHIP: CONDITION OF APPROVAL: 1) The permit is granted for two years to expire August 5, 2016. 2). Two fields only may be used at any one time. 3). Only games are allowed during the week. Practices and games may be held on weekends. 4) Practice and game schedules must be distributed to the neighborhood and to City of Northampton Building Department at the beginning of each season. FINDINGS: The Planning Board granted the request for amendment to the original permit that had expired for commercial outdoor recreation for Northampton Soccer Club only upon review of the application and information submitted at the public hearing. Upon discussion and review, the Board found that through conditions created herein, that the request could meet the special permit criteria in 10.1 1. Specifically, the requested use protects adjoining premises against seriously detrimental uses. The Board felt that limiting the use of the fields at the end of Island Road such that only games and no practices during the weekdays would protect the abutting residential neighbors from undue traffic impacts. 2. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent streets, minimize traffic impacts on the streets and roads in the area. Northampton Soccer Clubs policy of encouraging team initiated carpooling of players and limiting the number of fields utilized, the Board determined that traffic impacts would be minimized. 3. The requested use will promote a harmonious relationship of structures and open spaces to the natural landscape, existing buildings and other community assets in the area. The Northampton Soccer Club will be utilizing existing fields at the Oxbow Marina and will not impact the nature of the area. 4. The requested use will not overload, and will mitigate adverse impacts on, the City's resources including the effect on the City's water supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools. The seasonal use for soccer will have no effect on city resources. 5. The requested use meets any special regulations set forth in this chapter -there are no specific requirements for commercial outdoor recreation; and 6. The requested use bears a positive relationship to the public convenience or welfare. The use will not unduly impair the integrity of character of the district or adjoining zones, nor be detrimental to the health, morals, or general welfare.
