Cartledge,Northampton Police Department Re: 18 Harlow Ave Northampton, MA 01060 Sir: Over the past several months I have responded to 18 Harlow Ave on several occasions. During my investigations at this address I have dealt with several transient people who stated that they were renting rooms at this location. I have observed several single rooms on the first floor of this location that appeared to have been rented separately. The first floor also is used as a common area with a large pool table, which is located in the living room area. The kitchen and bathroom are also located on the first floor, which are shared by all tenants in the house. In the basement there is a married couple that live in one apartment, and another individual who lives in a separate room in the basement. Each time I have responded there I have spoken with different individuals, who claim that they are only living there for a very minimal amount of time. One occasion, an individual stated to me that the landlord rents the rooms separately. During these months and call responses, I have dealt with intoxicated people, disturbances and domestics disturbances in which arrests were made. Off -r . In viewing the inside of the home, I observed that several tenants reside in the first floor rooms, and two other reside in what appears to be the basement area. I am aware of a couple that lives in one portion of the basement that is divided in half and two other tenant's that live in the upstairs area. The tenants that live in the basement have a portable cooking stove secured on the counter, which they use to cook their meals. I also observed a medium size bed,TV and a kitchen table. In speaking with some of the tenant's they informed me that they all share the upstairs living room, kitchen and bathroom. The living space area in the basement where the couple resides is approximately 12x30. The most recent time I responded to this residence was 09/01/07. Upon arrival, I was met by the nurse outside of the residence who directed Officer's Lopez, Duso and Ito where the patient was located. The patient was located in the basement with her boyfriend. Prior to going to the basement, I observed an unidentified male and female standing in what appeared to be the kitchen of the first floor apartment. This room looked to be dirty and disorganized. After proceeding to the basement, I located the patient and her boyfriend sitting on a couch on the other side of the room. The basement room was dimly lit and was very cluttered with items lying on the floor and up against the base of the walls. It looks as though this room serves as living, eating and sleeping quarters. In general, the basement looked as though it was in great need of cleaning. She stated that the couple living in basement are no longer there. She did not have number for William Tenanes (city records list him as owner) . I left my card and asked that she give it to William and have him call me. I checked with Tax collectors and they also have owner as William TTenanes but they also have his address as Harlow avenue. Incident a lly he owes the city $575 for water and sewer from feb 07 ( a huge amount which indicates a heavy water use. I contacted William's uncle who lives in Leeds and he did not have a current phone number for him (no love lost there) I will send a letter registered to William requesting a sire inspection if he refuses I will pursue administrative search warrant.
