Might you be available that day and time to meet? I've attached a copy of the MAAB Final Decisions for variances requested, for your information. Thanks, Steve Stephen Flickenschild, R.A. What we need is verification of the building fixture count and total occupancy so we can verify the fixture count meets plumbing code requirements. I spoke with Larry Eldridge, plumbing inspector, and we concluded that you will need to evaluate the number of public fixtures and occupancy, less employees that are covered by employee only bathrooms. Larry has stated that the overall building can be viewed in it entirety and does not need to be calculated by floor. This will help set a path to assure the fixture count will meet plumbing code requirements and allow forward planning if adjustments are required. It may also be possible to seek relief from the plumbing board? Thanks for your cooperation on this issue, Chuck Miller [Quoted text hidden] [Quoted text hidden] Stephen Flickenschild, R.A. Per our conversation, we've cancelled our meeting on Monday based on the following: We determined Thornes to be identified by the plumbing code as a Mall (Covered) rather than Retail (Mercantile) with regards to fixture counts. Though they are identified as the same Use Group, Mall (Covered) sets the toilet fixture count for females at 1 per 750 whereas Retail (Mercantile) is 1 per 20. As Thornes is one building with multiple leased tenants, it would be considered a covered mall, much like other malls in America, while Retail (Mercantile) is generally one proprietor per building. The following screen image defines Covered Mall Bulding as is taken from Chapter 4 of the 2009 IBC: COVERED MALL BUILDING.A single building enclosing a number of tenants and occupants, such as retail stores,drink- ing and dining establishments, entertainment and amusement facilities, passenger transportation terminals, offices and other similar uses wherein two or more tenants have a main entrance into one or more malls. For the purpose of this chapter, anchor buildings shall not be considered as a part of the covered mall building. The term"covered mall building"shall include open mall buildings as defined below. Mall.A roofed or covered common pedestrian area within a covered mall building that serves as access for two or more tenants and not to exceed three levels that are open to each other. The term"mall"shall include open malls as defined below. Requirements per Section 10.10(18)Table 1, Malls (covered): • Lavatory count per each sex: 1 per 2,000 • Toilet fixture count for females: 1 per 750 Existing public lavatories for females(not including Unisex bathrooms): • 4 total (One each at Levels L1, 1, &2)-to comply with 8,000 females. Existing public toilet fixture counts for females: • 7 toilets(1 at Level L2, 3 at Level L1, 1 at Level 1, 2 at Level 2)-to comply with 5,250 females. Proposed public toilet fixture counts for females: • 6 toilets(1 at Level L2, 2 at Level L1, 1 at Level 1, 2 at Level 2)-to comply with an occupancy of 4,500 females. The total gross square footage of Thornes is: 1.Ground fl 1Q720 2. Lower level 16,582 3. 1st fl 16,440 4.2nd fl 16,522 5.3rd fl 16522 Total 76,786 Based on a worst case scenario(Mercantile)for the entire building per IBC 2009 Table 1004.1.1: • Mercantile at 30 gross sq.ft. per occupant= 2,560 occupants • 50% female occupancy= 1,280 female occupants<4,500 females. • Required toilet fixtures for females: 1280/750 = 2 4 of 6 3/13/2017 12:37 PM City of Northampton Mail- UO Main Street LI Bathrooms https://mail.google.com/mail/u/0/?ui=2&ik=39211afc3d&view=pt&se... Therefore, given a worst case scenario for Malls(covered), the 6 proposed public toilet fixtures satisfies the plumbing code requirements. Please let us know if you have any questions pertaining to the breakdown. Thanks, Steve Stephen Flickenschild, R.A.
