Describe the facility: (Number of floors, type of functions, use, etc. ) This space is in a turn of the century 5 story building on Main Street in downtown Northampton.The restaurant Fitzwilly's is a first floor space accessed from the sidewalk. They would like to expand into an adjacent first floor space which is currently occupied by a pizza shop.The two spaces are commercial condominiums owned by the same owners. 9. Total square footage of the building: Per floor: a. total square footage of tenant space (if applicable) : • Total first floor area of 5 story building: 10,317 • Fitzwilly's I"fl space:4,289 sq. ft. • Expansion space: 1,030 • Total Fitzwilly's +expansion space= 5,319 5. Check the work performed or to be performed: New Construction Addition xx_Reconstruction, remodeling, alteration Change of Use 6. Briefly describethe extent and nature of the work performed or to be performed: (Use additional sheets if necessary) . Fitzwilly's restaurant,a downtown Northampton landmark that opened in 1974, would like to expand into an adjacent space and add an additional bar and additional seating for the restaurant. There is only one area for a connector door into the expansion space, That door will connect the spaces and create an accessible route between the spaces. The Fitzwilly's toilets,including its accessible unisex toilet,will then be accessible from the expansion space. Fitzwilly's now has 2 entries from the sidewalk The primary entry is up 3 risers into a vestibule and the secondary entry is through the lobby of the 5-story building in which Fitzwilly's is located. Though not completely compliant,this secondary entry has functioned as the`accessible'entry into Fitzwilly's since the 70's. It also functions as the accessible route to the building's elevator.There is a small (0" to 2.5") partial step at the exterior of the lobby door and the 1:20 ramp inside the lobby leads directly (without a level space)to the non-power assisted doors and elevator. The expansion space has an existing storefront and entry, which is 50 to 60 years old and is a combination of steps and ramps into the space. It is not accessible. We would like to remove this storefront and construct a new one with new steps leading into the expansion space from the sidewalk.The sidewalk slopes so we will construct the new entry on the uphill side where the sidewalk and first floor levels are closest but there is still a 26.5-inch difference in height between sidewalk and first floor level. We are proposing that the secondary accessible route into Fitzwilly's also become the accessible entry into the expansion space.As you can see on the plans,the primary and secondary doors are side by side,however the secondary entrance is on the uphill side of the sidewalk and is much closer to the elevation of the first floor.We would like to upgrade this "secondary" route.The outer door is an older`historic"door that the building owner would like to maintain. The inner door will be replaced. Upgrades to this route include removing the step and ramping the sidewalk at the outer door to 1:14.We would add a power door operator to both leafs of the outer door,and replace the inner door to Fitzwilly's with a new 36"x 80" door with new pull handle on the outside and panic hardware on the inside,and a power door operator.We would also provide a 60 inch level space in front of the inner door and elevator.We would add proper signage at the primary entry to Fitzwilly's and the expansion space guiding people to the accessible route. If the new storefront for the expansion space with its stepped entry is not allowable, we have 2 options available. We could leave the existing storefront as-is and confine the renovation to the interior(add an inner vestibule), or we could provide a new 26.5 foot ramped entry into the space.We have attached 2 options for the ramped entry.The ramped entry would also need a variance to allow the entry doors on the ramp to use power door openers in lieu of the required level space at those doors. If we left the storefront as-is,we would need to add an inner vestibule which would require a variance to allow the entry doors on the ramp to use power door openers in lieu of the required level space and limited width at those doors. 7 . State each section of the Architectural Access Board's regulations for which a variance is being requested: 7a. (Option#1) Expansion Space: If the variance request to build the stepped entry storefront into the expansion space is denied,we would need a variance to: leave the existing storefront in place (option#4),add an inner vestibule and use power door openers in lieu of level space at the entry doors. Section 26.6.3 Pull side clearance shall have a minimum of 18 inches of clear floor spare on the latch. pull side of the door Expansion Space:Expansion Space: If the variance request to build the stepped entry storefront into the expansion space is denied,we would need a variance to: leave the existing storefront in place (option#4)and build an inner vestibule without this distance on the side of the door.We would use power door openers in lieu of side space at the entry doors. 8 . If you checked any of the above and your variance request is based upon the historical significance of the building, you must provide a letter of determination from the Massachusetts Historical Commission, 80 Boylston Street, Boston, MA 02116. 9. For each variance requested, state in detail the reasons why compliance with the Board's regulations is impracticable. State the necessary cost of the work required to achieve compliance with the regulations. PLEASE NOTE THAT YOU SHOULD SUBMIT WRITTEN COST ESTIMATES AS WELL AS PLANS JUSTIFYING THE COST OF COMPLIANCE. Use additional sheets if necessary. We feel the ramped entry shown on option 3 has two problems. It is a long ramp, 26,5 feet long with 2 landings,and it also consumes a great deal of usable space in the small expansion space.The expansion space is 1,030 square feet. Option#3 uses 241 square feet of space or 23% of the usable area The stepped entry shown in option# 1 uses 107-sq. ft. or 10% of the usable area. Option#2 is only shown to prove that a more compact ramp in another location is not functionally feasible.Option#4 is shown to indicate the location of the new inner vestibule and to also show how this option also consumes a great deal of usable area We would like to request a variance to build this new storefront which is not accessible and allow us to use the upgraded accessible entry(secondary entry)at Fitzwilly's as the accessible entry into the expansion space.The upgrades to the existing accessible entry are shown on the plans and sections. The upgrades would remove the small step, install power door operators,and provide a new level space at the elevator entry and the accessible entry to Fitzwilly's. This would accomplish three goals.We would have a good accessible route into Fitzwilly's,a much-improved accessible route into the existing elevator,and we could install a stepped entry into the expansion space that does not consume the entire storefront. In the expansion space we would be able to have seating rather than a ramp in the storefront. This would continue the existing downtown feel of activity and people right behind the glass facades,thus energizing the pedestrian experience on the sidewalk Since the upgraded accessible entry is literally a few steps away from the primary entry,we do not feel the accessible entry will be seen as a second class or back door entry. The accessible entry takes you through the marble clad lobby of the building and directly into the bar and dining rooms of the restaurant. While access into the expansion space is not direct,the expansion space is still an adjunct of the main restaurant.The expansion space can not operate independently as a bar because it does not contain toilets.We feel the dose proximity on the sidewalk and easily usable accessible entry through the lobby offset the drawbacks of the non-accessible stepped entry into the expansion space. 10.
