Fernald November 21, 1990 Mr. Frank Sienkiewicz Building Inspector City of Northampton 212 Main Street Northampton, MA 01060 RE: 21-31 Main Street Associates Zoning Permit application Increase in floor space/ parking requirements Dear Mr. Sienkiewicz: I learned from your secretary yesterday that you need additional information regarding fire egresses and placement of parking spaces in the above-referenced plans in order to issue a zoning permit. Attached you will find a plan indicating placement of doorways in the back wall which lead to the back stairwell. Also attached is a plan showing an area in the lot adjacent to the building owned by my clients which will be set aside for the required parking spaces associated with the increase in floor space. According to the Northampton Zoning Ordinance, two continguous lots in common ownership ". . .may be treated as one lot for the purposes of this Ordinance. . . " Article II, page 2-10. Fernald November 13, 1990 Mr. Frank Sienkiewicz Building Inspector City of Northampton 212 Main Street Northampton, MA 01060 RE: 21-31 Main Street Associates Zoning Permit application Increase in floor space/ parking requirements Dear Mr. Sienkiewicz: On behalf of 21-31 Main Street Associates, I am applying for a zoning permit which would allow my client to add approximately 1750 square feet of floor space to the existing fourth floor of 21-31 Main Street which is located in the Central Business District. At the present time, as you will see on the attached plan marked "A", this space is now open. The third floor ballrom occupies this space as it is open to the ceiling of the fourth floor. My client would like to create additional usable space by extending the existing fourth floor through this open space. I have attached a rough sketch plan "B" for your review. It appears that Article VIII is the only zoning ordinance implicated in this proposal. My client would be required, pursuant to Article VIII to provide one (1) parking space for every 500 square feet of floor space added. Section 8.4 provides that if "the computation of required parking or loading spaces results in the requirement of a fractional space, any fraction of one-half or more shall require one space". Because the computation is so close based on our submitted sketch, I am requesting that you consider issuing the zoning permit requiring three (3) parking spaces, unless the final plan indicates that the space contains more than 1750 square feet, in which event four (4) parking spaces will be required. The required parking condition will be met by allocating space for this purpose behind 21-31 Main Street which is adjacent to the building and is owned by my client.
