Zoning Permit Application Response N6:
The Friends of Hampshire County Homeless Individuals proposes to purchase the property listed as 11
Hatfield Street, Northampton, MA,which is composed of two lots. "The Friends"plan to renovate the
existing structure,which already is in use as a two family home with separate kitchens and bathrooms,
and then build a new freestanding 2,000 sf structure on the 2nd empty lot which has 60'of frontage on
Locust Street. The new facility will consist of 4 Efficiency residential units and a Drop-In Center. Each
Residential unit shall consist of a Combination Living/Bedroom,bathroom and kitchenette area, with
one of the units being fully accessible.The residential section will be towards the rear of the site and 2
stories,while the Drop-In Center shall face the street and be a single story. 4 Parking spaces will be
provided in front of the building using the existing curb cut for access. Anticipated construction is light
timber framing with double stud wall construction,slab on grade. All equipment and appliances within
the building will be electric. Due to the orientation of the site,and an intention to minimize its
ecological footprint,there is a desire to design the roofs so as to include a small photovoltaic array.
Upon renovation,"The Friends" will deed the property to DIAL/SELF Youth &Community Services for
use as Supportive Affordable Housing for young adults 18-24.Upon completion,the total number of
housing units between both structures on the 2 lots will be 8.Two 2BR units in the existing structure and
the 4 new efficiency units in the new structure.The Drop-in space in the new construction would act as
a resource center for the youth living in the building,and potentially for other community youth to
access basic resources and develop critical life skills needed to be independent and self-sustaining.
We would seek to utilize DIAL/SELF's Educational exemption for this project to address areas of the
project that exceed current URB zoning.
DIAL/SELF has a successful track record of operating small supportive housing properties like this already
in Franklin County where they operate 3 similar projects in Greenfield,Turners Falls and Orange.
"The Friends" and DIAL/SELF will also seek to partner with the building department of Smith Vocational
School to see if they are interested in taking part in the construction and/or renovation of the project
due to both the proximity of the project(directly across the street from the school)and the nature of
the project(helping youth).
