HOME OWNER EXEMPTION ACKNOWLEDGEMENT
The State of Massachusetts allows the homeowner the right under 780CMR 108,3.4 to act as his/her I
construction supervisor. The state defines "Homeowner'as, " Person(s) who owns a parcel on which
he/she resides or intends to be, a one or two family dwelling, attached or detached structures
accessory to such use and/or farm structures. A person who constructs more than one home in a two-
year period shall not be considered a home owner?
The building department for the City of Northampton wants any person(s)who seek to use the home
owner exemption, to act as their own construction supervisor, to be aware that by doing so you
become responsible for compliance with state building codes and regulations, The inspection
process requires that the building department be called to inspect work at various stages, which include
foundation/footings (before backfill). sonotube holes (before pour), a rough building inspection
(before work is concealed), insulation inspection (if required) and a final building inspection.
The building department requires these inspections before the work is concealed, failure to secure
these inspections can result in failure to obtain a certificate of occupancy until the work can be
inspected.
If the homeowner hires other trades to perform work (electrical, plumbing & gas) the homeowner will be
responsible to make sure that the trades hired secure their proper permits in conjunction to the building
permit issued, and that they get their required inspections. Failure of the individual trades to secure
the permits and inspections as required can DELAY the project until such time as the proper permits
and inspections are made

The scope of this project is to remove and rebuild a two story deck with stairs and railings.
We hereby submit specifications and estimates for the work to be performed.
All materials and labor to complete. All permits obtained by Harlow Builders.
All debris caused by construction removed by Harlow Builders.
See attached drawings for details on framing,elevations and finishes.

Demolition:
(Existing Porch roof and trim to remain)We will support the existing porch roof.
Remove the existing two story deck railings,decking,stain,framing and piers.
Remove partial siding as needed to do our work.
Foundation:
Dig(3)foundation piers 4' in the ground as per code.
Concrete Piers :
Install(3) 10"-12" big foot pier bases into holes.
We will insert(3) 10"sonatubes into big foot pier bases.
Fill tubes and bases full of concrete 3,500 psi.Place a 1/2"x 12" galvanized anchor bolts into each
concrete pier so that 1" of the threaded end extends out of the concrete pier.
Deck Framing:
All deck framing to be pressure treated lumber.
Bolt(3)6x6 Simpson post bases to the concrete piers.
Install 6x6 pressure treated posts on top of pier post bases.
Frame(2)2x8'joist, nailed together to make up the outside beam.
Fasten 2x8 pressure treated ledgers to the house wall, using 4 1/2" ledger loks..
Install 2x8 floor joist 16" O.C. between the beam and ledger using joist hangers.
Install 4x4 Pressure treated posts, between the floors and roof for support.
All framing as per plans for a complete job.
Decking:
We will apply 5/4 x 6 pressure treated decking to floor joist.
We will fasten decking to floor joist using 2 1/2"galvanized wood screws.
We win space Decking boards to allow for water shed.
Stairs:
Stairs will run from the ground to the second floor deck.
Stairs will consist of(3)2x12 pressure treated stringers,(2)5/4x6 deck boards to create 11" treads and
No risers. Stairs will sit on a concrete pad at the bottom and attach to the second floor rim joist.

Steps:
Build one set of steps from the ground to the first floor.
Steps will consist of(2)2x8 pressure treated box steps stacked with 5/4x6 treads.
Railings:
Install 4x4 pressure treated post bolted to the framing; Install 2x4 pressure treated rails between posts on
the decks,stain and steps.Install 2x2 pressure treated balusters to the rails 5" O.C..
Cap railings with 2x4 pressure treated material.
Railing heights to be 36" on the first floor and 42" on the second floor.
We will install a second railing to the stain and steps,railing to be located on the inside if the existing
railing.#B75 railing 1 %n"width fastened to the 4x4 posts with brass rail brackets.
Siding:
We will patch the existing siding as needed for a complete job. (Siding to match existing ?)
We propose to furnish the material and labor necessary for the completion of the above stated work for
the sum of:
Eleven Thousand Two Hundred and Eighty Dollars $11,280.00
Payment as follows:
$5,640 paid upon start of Demolition
$5,640 Paid upon completion of project.
All work to be completed in a workmanlike manner according to standard practices.
Any alterations or deviations from the above specifications involving extra cost
Will be executed only upon written orders in the form of a change order,and will become an extra charge
over and above the estimate. All agreements contingent upon strikes accidents or delays beyond our
control. Owner to carry fire tornado and other necessary insurance. Are workers are covered with
workman's comp. insurance. A certificate of Liability insurance will be sent to the above address.
