COMMENTARY' M.G.L.c. 146,s.26G—requires sprinklers in certain non-residential buildings that, in the aggre- gate, consist of over 7500 s.f. in floor area. Sprinklers are required for new construction, major alterations or any additions. Changes to this law took effect on January 1, 2010. Section 26G. Every building or structure, including any additions or major alterations thereto, which totals, in the aggregate, more than 7,500 gross square feet in floor area shall be protected throughout with an adequate sys- tem of automatic sprinklers in accordance with the provisions of the state building code. No such sprinkler system shall be required unless sufficient water and water pressure exists. For purposes of this section, the gross square footage of a building or structure shall include the sum total of the combined floor areas for all floor levels, base- ments, sub-basements and additions, in the aggregate, measured from the outside walls, irrespective of the exis- tence of interior fire resistive walls,floors and ceilings. 102.2.1.3 Change in Commodity or Storage Arrangement. Page 10 el 17 COMMENTARY: Based upon the enactment of M.G.L.c. 148,a 26G—requires sprinklers in certain non- residential buildings that,in the aggregate, consist of over 7,500 s.f. in floor area.Sprinklers are required for new construction, major alterations or when any addition is taking place. I also spoke to Captain Larry Therrien of the Northampton, MA Fire Department who confirmed the re- quirement of the installation of a sprinkler system throughout the existing building and the addition. The project shall comply with these requirements. SECTION 604 MEANS OF EGRESS 604i General.Alterations shall be done in a manner that maintains the level of protection provided for the means of egress, and in accordance with section 102.2.2.1. COMMENTARY: Based upon this section and Section 603 the following is required. Existing Stairway and Egress from the Upper Floor The upper floor is accessed from an interior circular stairway(enclosed in a two story space)on the south west corner, adjacent to an exterior door.A second interior stairway interconnecting the upper floor and the manufactur- ing area below is located at the north wall of the upper floor office/employee area and is not enclosed and re- quires passage through the factory. The upper floor is not accessible(521 CMR)to the public. The Upper floor is for employee use only. The occupant load is as follows. Stairway 2 does not meet the requirements (1009) of a means of egress. According to the Code there is currently no legal egress from the upper floor. COMMENTARY:Two new means of egress from the upper floor will be required. Egress from the Ground Floor The occupancy load of the ground floor(by Code) is 182 persons.This assumes that the occupancy load from the upper floor is not added because the upper floor will have direct access to the exterior. This level currently has 252 inches of egress width. Calculations for exits capacity: 252 inches/.2= 1260 persons capacity. Exits are adequate for width. The areas of construction shall remain in a stable condition at the dose of each construction day. Erosion control measures shall be inspected at this time,and maintained or reinforced as necessary. All such devices shall be inspected,cleaned or replaced during construction and.shall remain in place until such time as stabilization of all areas that may impact resource areas is permanent. These devices shall also he inspected to assure that the maximum control has been provided. Any entrapped silt shall be removed to an area outside the buffer zone and resource areas,and maintained or reinforced as necessary. Erosion controls shall be inspected after every rainfall to assure that maximum control has been provided. 27. An adequate stockpile of erosion control materials shall be on site at all times for emergency or routine replacement and shall include materials to repair or replace silt fences,straw bales,erosion control blankets,riprap,filter berms or other devices planned for use during construction. 28, Soils exposed for periods greater than two months shall be stabilized with erosion control blankets and netting,a covering of straw mulch,or a temporary cover of rye or 1 other grass to prevent erosion and sedimentation. Drainage ditches shall be stabilized and seeded with a native perennial grass mixture. Any stabilization materials such as jute netting shall be firmly anchored to prevent them from being washed from slopes by rain or flooding. The owner of the property described in this Order must advise any potential buyer of the property that any construction or alteration to said property,including brush cutting or clearance,may regmire approval by the Northampton Conservation Commission. Any deed or legal instrument conveying any or ail of the owners'interest in said property or any portion thereof,shall contain the following language: "This property is subject to the Northampton Wetlands Protection Ordinance andjor Wetlands Protection Act.Any construction or maintenance work performed on this property may require an Order of Conditions, and/or a Determination of Applicability from the Northampton Conservation Commission. 34. Future alterations areas shown on NOl plans as Riverfront Restoration Areas,except as may be required to maintain them in restored or mitigated condition, are prohibited. Allowable activities include removal of species listed on the Massachusetts Prohibited Plant list and planting of native species. 35. Fencing,boulders,or other demarcation of the riverfront restoration approved by Conservation Commission staff,shall be maintained in perpetuity. 36. Prior to the Preconstruction Meeting,the applicant shall provide a detailed restoration plan for Riverfront Restoration to the Commission for approval. Prior to the Preconstruction Meeting,all accumulated sand resulting from operations located on the project site shall be removed,as a part of restoration activities. 38. A request for a certificate of compliance,the applicant shall be accompanied by documentation to demonstrate that at least 95%of the surface of each restoration has been re-established with indigenous plants after three growing seasons. 39. Additional note; the steel building plans don't show any insulation Energy Code requirements; Mass Appendix 115AA Stretch Code (2009 IECC with Mass amendments) pushes an addition less than 30% of the existing building back to the base code; the base code now references the 2012 IECC. Essentially, the addition including added HVAC equipment and lighting must meet the prescriptive requirements of that code for commercial buildings. The required R and U values are shown in tables C402.2 and 402.3. HVAC equipment requirements are in the same section. I haven't gotten electrical plans. The electrical work will likely be straightforward, but I'm not sure about the finishing space and whether there will be spray booths which require special wiring. I am willing to issue the building permit with phased approval and deferred submittals for the foundation and shell: 107.3.3 Phased Approval. The building official is authorized to issue a permit for the construction of foundations or any other part of a building or structure before the construction documents for the whole building or structure have been submitted, provided that adequate information and detailed statements have been filed complying with pertinent requirements of this code.The holder of such permit for the foundation or other parts of a building or structure shall proceed at the holder's own risk with the building operation and without assurance that a permit for the entire structure will be granted. 107.3.4 Deferred Submittals. For the purposes of this section, deferred submittals are defined as those portions of the design that are not submitted at the time of the application and that are to be submitted to the building official within a specified period. Deferral of any submittal items shall have the prior approval of the building official. The deferred submittal items shall not be installed until the deferred submittal documents have been approved by the building official.
