Threshold trigger allowing review of this building under Chapter 34 is the previous occupancy of 5-year duration and its use group.Chapter 34 allows certain elements of relief from the full provisions of 780 CMR -Bs'Edition for new construction while at the same time providing Increased life safety for a building who's useful life is being extended. The repair and alteration of the building will also involve a small addition.Many interior partitions will be removed, others will be added and some are to be modified.The structure will also be modified by the addition of a stairway and an elevator housed within the existing building.There will be a change in use from a RI Hotel/Motel to an A3 Restaurant.The controlling issue here is the renovation cost which will exceed 50% of the existing building value and the change Seismic Hazard Index of 2 to S.As per 780 CMR Table 3408.1,the building becomes Seismic Hazard Category 3 with regards to Chapter 34.Asa result,the existing structure in to be in full compliance with Chapter 34. FIELD INVESTIGATION: There was no existing documentation of the building, therefore on February 20, 2002;I conducted a field investigation of the existing building to determine the type of structural system used,the condition of the structural elements and to observe details of the connections. The main portion of the building is a four story wood framed structure with exterior brick bearing walls. There is a full basement under this portion of the building.At the rear, there is a two story wood framed structure with brick bearing walls.The rear of the building has crawl spaces at different depths.Initial selective demolition was under way but many areas were not accessible to view. The foundation of the main portion of the building consists of stone and brick foundation walls.The support for the fret Door framing consist of brick piers or wood columns.The floor joists within the area of the existing bar show sign of rotting and decay.A wood support beam supporting the floor joists at the earn location also shows signs of rot.The foundation for the rear portion of the building consists of brick 990 Main Street Springfield.Munchuaene 01103 Phone:413.788.0182 Fax:413.788.0987 Chapter 34 780 CMR-Sixth Edition Repair,Alteration,Addition and Change of Use Of Existing Building Proposed Renovation to 41 Strong Eve. Northampton,Munduwlb Page 2 or foundation walls.There is a brick foundation wall that rune perpendicular to the main building that divides the crawl space in half.The floor joists span from exterior wall to interior wall.The floor joists at the rear show signs of rot. The second floor framing within the main building was undetermined at the time of my initial field investigation On subsequem visits, more of the framing was visible.The second floor framing above the bar area is framed with wood floor joists.Approximately half of the floor joists are supported at mid span with a Reel beam.The beam is supported at one end by a brick masonry wall and at the other end by a built-up steel column.The remainder of the floor joists above the bar was supported at mid span by a built- up wood beam.Visual observations of the second floor framing where the joins are supported by the wood built-up beam show an excessive deflection.This excessive deflection is also visible on the upper floors. The third and fourth floors are framed with wood floor joists that span from exterior wall to exterior wall. The approximate span is 34'-0".The existing corridor walls are acting as bearing walls,but as the loads are translated through the building,the second floor joists are supporting the loads from the upper floors.This condition explains the excessive deflection within the second floor framing as well as the deflection within the upper floors, . The roof framing consists of woof joist that span from exterior wall to exterior wall.Al one of the interior corridor walls,there is wood blocking that helps support the roof joins.Again,the roof loading is being translated through the building and is supported by the second floor joists. The condition of the exterior brick walls within the main building appear to be in good condition overall. There are several areas where brick repointing and rebuilding will be required.Also,existing wood lintels will need to be replaced with new steel lintels. The brick walls within the rear portion of the bending appear to be in good to poor condition.There are many existing window openings that the existing wood lintels have decayed and collapsed or there was no lintel installed.All of the brickwork at the heads of the windows will need to be rebuilt.There is a short masonry wall that supports a steel beam that has a large diagonal stress crack.Further investigation shows that there is a large hole in the foundation wall within the basement.A cantilevered wood beam supports tie brick wall. STRUCTURAL ANALYSIS: For the analysis of the existing floor and roof structure, Chapter 18 was used to determine the required load carrying capacities of the members.Within the framing of the second and third floors, the joists that span the full width of the building will not support the loading for a restaurant me.Within the framing of the fourth floor, the joists that span the full width of the building will not support the loading for a residential use.Therefore,we suggest that during the renovations of the building,intermediate beams be introduced to shorten the span of the joists.A new column will replace the existing column within the bar area of the second floor.The new column will Wart in the basement and will be supported by a new reinforced concrete footing.The new column will extend through the height of the building and terminate at the roof. The column will be designed to support the loads of each of the floors as well as the roof.New steel or engineered lumber beams will be designed to support the floors and roof joists.The new beams will shorten the spans of the joists thus increasing the capacity of the joists to that required by Code.A positive connection between the floor joists and the brick wall needs to be specified and detailed.This connection would be required at both ends of each floor joist. Northampton.at...-cl,...._ Page ot3 The roof framing members were analyzed for snow trading according Chapter 16-Snow Zone 3.The members that were analyzed are not adequate for the required loading.New steel or engineered lumber beams will be designed to support the roof joists.The new beams will shorten the spans of the jobb thus increasing the capacity of the joists to that required by Code.As with the floor joists,there was no positive connection between the Jobb and the top of masonry wall. During renovations,the connections between the roof joists and the brick wag need to be specified and detailed Wind and seismic loading will be analyzed using the existing brick walla as shear walls and the floor and roof planes as diaphragms.As noted above, there was no positive attachment of the floor framing to the walls that would transfer the lateral loads.The same condition occurs at the root Another concern with the lateral bad resisting capabilities of the structure is the fact that the brick walls are un-reinforced. Therefore,it is recommended that addition bracing be introduced into the structure of the building during the renovation.The bracing system,which we would recommend,would consist of diagonal or A-bracing structural steel channels located at the interior face of the brick walla.The lateral bracing system will be designed after soil explorations have been completed.The associated geoteclutical report will provide the necemary bearing capacity of the soil as well as the soil profile and whether the soil is prone to liquefaction. One boring was drilled at the rear of the existing structure to a depth of 76,5 feet. The boring was taken by Clarence Welti Associates, inc. and sampling was conducted by this farm solely to obtain indications of subsurface conditions as part of a geotechnical exploration program. No services were performed to evaluate subsurface environmental conditions. 2.0 The subject project is a renovation of the existing Baystate Hotel. The hotel is a four story masonry structure with a basement. No information on the existing structure foundations was available. The improvements are assumed to be all internal with no new footprint area or floor levels. There will some additional column foundations within the structure. It is our understanding that the design of the existing foundation and structure is being evaluated for conformance the current Mass Building Code, including the requirements for seismic loadings. 3.0 The soils at the subject site and environs are of glacial lake origin and consist generally of stratified sand and silt underlain by a varved clay deposit which extends to more than 76 feet below the existing grades. 3.1 The Soils Cross Section from the boring was generally as follows: Asphalt to about I" PILL; fine to medium SAND, little Silt and Gravel,trace Bricks to 6 feet below grade Stratified fine to medium SAND, little to some Silt, trace Gravel to about 26 feet, loose to medium compact Varved CLAY to 76+ feet below grade 3.2 The ground water table at the completion of the borings was at about 20 feet below the existing grade. The water tables in this area may be influenced by flooding in the CT river, 4.0 The Criteria for Structures are generally as follows: 1. The structural frame shall be subject to settlement less than a maximum of 3/4" and differentially less than V2 the maximum subsidence. 2.The foundation must address the seismic requirement of the building code.Evaluating the potential soil liquefaction is a considered a part of this requirement. 3.The slab on grade (or supported slab) shall not subside more than Y2"in excess of the structural frame or bearing walls. 4.1 Regarding item 2 the soils below the water table are either varved clay, which would not be susceptible to liquefaction, or a silty fine sand. The silty fine sand would not be susceptible to soil liquefaction on the basis of section 1805.3 (figure 1805.3) of the Mass Building Code. The site coefficient,with a soil profile containing a depth of soft clay exceeding 40 feet,should be Si 2.0. The peak velocity related acceleration, A„is 0.12. 4,2 It is presumed that the existing building loads are either distributed with bearing walls on continuous spread footing or with column loading on spread footings. The existing foundations, at the basement level, appear to be at about 8 feet below the existing grades.The soil from this level to the top of the varved clay, at about 25 feet below grade, is generally a loose to medium compact fine to medium sand with little to some silt and little gavel.The allowable net bearing pressure on these soils can be 3,000 psf.This value can be increased by up to 1/3 for load combinations that include win or seismic loading. 4.2.1 There superimposed loading on the underlying clay stratum, from the structure foundations (existing or new foundations)minus the weight of the excavated soils(to the basement level),would be less than 100 psf.The potential settlements from clay consolidation due to the foundation loading would be insignificant. 4.3 Regarding lateral loading on basement walls this should be at rest pressure based on an at rest coefficient of 0.45 and soil weight of 125 pef.The active pressure coefficient is 027. 4.31 The seismic lateral loading per foot of wall will be equal to .045 Y1132psf,where Y,is the total unit weight of the soils and H is the height of the wall below grade. 2 4.32 The applied lateral loading on retaining walls shall be the maximum of(1)at rest loading,or (2) combined active loading+ seismic loading. 4.4 The following is a summary of design parameters to be used for evaluating the existing structure and for design of new interior column foundations: Design Pkram& rr .. Northampton, MA 903.1.1 (1A) METHODOLOGY OF DESIGN Section 1 —BUILDING DESCRIPTION Project consists of one four-story building. A.D.A./Mass Access Code modifications. New Fire Alarm and automatic fire sprinkler system. a. Building "Use" Group: Assembly b. Type of occupancies (hazards within the building) Restaurant & Office c. Storage of commodities within the building include: Food, beer & wine as required for restaurant. d. Four stories above grade e. One story below grade. f. Type of construction is 3B Section 2 —APPLICABLE LAWS, REGULATIONS AND STANDARDS a. 780 CMS code sections "Fire Protection System Requirements", 904.0 fire suppression systems, 906.5 requires audiovisual alarm devices. b. NFPA Standards and Edition used for design of fire sprinkler system: NFPA 13, "Standard for the Installation of Sprinkler Systems". 1999 Edition. Section 3 — DESIGN RESPONSIBILITY FOR FIRE PRO LECTION SYSTEMS Design—build, the installing contractor completely designs and specifies (develops a full system layout, design criteria and calculations), installs the system and certifies system installation for code compliance at completion. Section 4 — FIRE PROTECTION SYSTEMS TO BE INSTALLED a. New six-inch underground main for the sprinkler system b. Automatic sprinkler systems and components. c. Fire alarm systems and components-audio and visual appliances and pull stations installed throughout in accordance with NFPA 72. d. Manual suppression systems-one 4" standpipe with 2 V2"xl %," reducers, caps and chains will be installed in the main stairwell. e. Seismic considerations—braced in accordance with NFPA Standard. f. 2.5" x 2.5" Fire department connection provided. All of the above items are required by regulations. (780CMS) All Systems are new. Sprinklers are provided in accordance with NFPA 13. 903.1.1 (113) SEQUENCE OF OPERATION Section 1 — Wet Sprinkler System System operates automatically upon the fusing of a single fire sprinkler. Operational Sequence: 1. The activation of a single sprinkler will discharge water and close the contacts of a vane type flow switch. 2. Closed contact on the flow switch will activate local audible visual panel and provide an alarm contact for the alarm control panel. 903.1.1 (IC) I ESTING CRI FERIA Section 1 — Testing Criteria System piping: 1. Hydrostatically test at a pressure of 200 psi. for 2 hours without a loss of pressure. 2. 2" main drain test shall be conducted. Static and Residual pressures will be recorded on the test certificate. 3. Conduct system operational test from inspectors test connection Local alarm must sound within 1 minute. 4. Central station must receive alarm and trouble signals. 5. Allstate Fire Sprinkler, Inc. will provide the test certificates. Section 2 — Equipment and Tools 1. Manufacturer's Instructions. 2. The applicant agrees to withdraw these elements from the building permit request pending further review; and further agrees to submit approved design of these elements before requesting an occupancy permit tor adjacent space. No reduction in building permit fees is requested and the applicant expects that the fee tendered with this application will apply to those revised elements, unless substantially redesigned. D )ti' Dats July 16, 2002 — Ree Bay State Hotel Renovation—41 Strong Avenue Secondary to a review of the plans and fire protection narrative that you submitted to me on July 16, 2002, I have reviewed the information provided. The narrative was unclear in several respects, as such, I request that the building permit being held until such time as the following points are included in the renovation process: • Fire alarm and Sprinlder plans must be provided as soon as possible. • A full fire alarm system is required for the building. Although I have had conversations with alarm companies that indicate a full system willbe installed, the fire protection narrative falls short in this respect • A red 120-candela indicator strobe light must be located at the front enhance of the building. This strobe should flash upon fire alarm activation and serve as a locator beacon. • A Knox Box must be located below the strobe light • An approved graphic map of the building is required to be mounted above both the Fire Alarm Control Panel (FACP)and the Fire Alarm Annunciator Panel based on the complexity of the building. •Page 1 T.Patillo July 16,2002 • Engraved signs must be permanently affixed to the Fire Alarm Control (FACP) and annunciator panels. • Alarm verification must be active and utilized with all smoke detectors. • Pull stations must be of the double action type and must be fitted with stopper II covers in areas that are prone to high volumes of children. • Fire extinguishers are required and will be located under pull stations along the path of egress. • A 4 inch Storz connection is required in place of the 2.5 inch Siamese connection specified in the fire protection narrative. A red sign with 3 Itch engraved white letters indicating "FIRE DEPARTMENT CONNECTION" must be In place over this connection. In addition an electric bell that sounds upon waterflow must be In place above the sign. • All standpipe connections must accept the threading of hose currently utilized by the Northampton Fire Department • The system must be fully monitored and either report directly to the fire department alar receiving system or to a UL Listed FM approved Central station that immediately reports all alarms.
