On November 5th and 71h,2012, I visited the above address to observe the progress of construction
of this project. Construction is underway to alter an existing residential structure and an existing
commercial structure that are next to one another into a single commercial use structure. At the time of my
observation the following people were on site: Jeff Pratt of Jeff Pratt Builders and trades men from Valley
Concrete and Construction Services.
After some delay, new foundation elements are being installed behind the 59 Center Street address.
This new foundation is part of an addition to 59 Street and will connect 57 Center Street to 59 Center
Street. At the time of my observation new foundation walls elements had already been installed at the
north and east sides of the new addition. Internal concrete pads have also been installed. Tradesmen were
forming up foundation walls at the west and south wall faces.
I have identified several changes that have been made from the original foundation design dated
7/17/12. It has been determined that an insulated form system would be advantageous to installed a
precarious one sided wall pour that is located at the west side of 57 Center Street.The proper wall
reinforcing has been installed in the insulated form work. It appears that due to site conditions several
parts of the foundation walls are being poured not monolithically, but rater in separate pours. I have
instructed Jeff Pratt that he needs to instruct the concrete tradesmen to drill and epoxy two 2'-6' long#5
bars at the top, middle, and bottom at each cold joint. Provide 6 inches of embedment. Horizontal
reinforcing bars shall be tied to the doweled bars.
It is my impression that the general intent of the contract documents have been followed during the
installation of the new foundation plan.
