There is nothing in the building code or city zoning ordinance that regulates the time a dumpster maybe left on the property. The board of health could regulate blowing trash or debris if this is taking place. But just the fact is on site does not give me any enforcement avenue. I can take no action on this matter. L y3y:: rt' 387 Florence Road 3(2 C oo p- W Florence, Ma 01062 UU Kyle Scott, Building Inspector, City of Northampton 212 Main Street Northampton, MA 01060 Dear Mr. Scott: I am following up on a telephone conversation we had a few weeks ago regarding a question I had about my neighbor, Michael and Cathy Washut, at 399 Florence Road having a dumpster on their property about 20 feet off the roadway and on their property sideline adjacent to mine. (This call to you was prompted by a call I had made to our city councilor, Maryann LaBarge.) Since our original discussion wherein you cited no city ordinance prohibiting a dumpster on one's property I have called to the company listed on the dumpster side. (800- 551-5584) I spoke with Becca at Republic Services who said she knew the dumpster had been at this residence for some time and she would speak with the homeowner since I explained that it appears that no one lives at this home any longer and there had been no activity with this dumpster. I called and spoke with Becca again today. She acknowledged this dumpster has been in place since March of this year. She further stated that she had spoken with the homeowner who told her that he was not through with this device despite no activity observed in several months. Hence, I am writing to you as you suggested hoping that perhaps you might be able to do an on- site inspection and inquire as to the plan the homeowners might have regarding how long this dumpster will be parked in this neighborhood.
