31B-284 (7) 21-23 CENTER ST. This incident happened on Jammy Sunday morning, January 17, 1999. It involved search and rescue techniques, forcible entry, locating the problem and all the other ingredients of trying to get in contact with key holders. The 911 call came into our station at 01:35 from a second floor tenant who arrived home and found the smell of smoke in her second floor apartment located at 23 Center St.. ICS was used and Engine 4 was Center Street Command. There were 11 on duty this shift and Station 2 was called for when Engine 3 crew reported smoke on the 2nd floor. INVESTIGATION REVEALED THICKENING SMOKE CONDITION ON SECOND AND THIRD FLOORS. ` GAINED ENTRY INTO SECOND FLOOR APARTMENTS. UNABLE TO LOCATE CAUSE OF SMOKE. OPENED WINDOWS TO AID IN VENTILATION. NEEDED TO BREAK ONE APARTMENT DOOR TO GAIN ENTRY INTO ROOM. NO FIRE FOUND ON SECOND FLOOR. SHINING A LIGHT INTO BASEMENT WINDOW REVEALED A CLEAR BASEMENT. WINDOWS ON FIRST FLOOR WERE OBSCURED BY SUNSCREEN MATERIAL AND STAINED GLASS. NOTICED WHAT APPEARED TO BE SMOKE IN THE REAR OF THE RESTURAUNT WHEN HANDLIGHT WAS SHINED THROUGH A REAR WINDOW WITH NO COVERINGS. REQUESTED N.P.D. TO CALL RESTURAUNT OWNER OR KEYHOLDER TO THE SCENE. ENGINE 4 CREW BROKE 2ND FLOOR WINDOW AND ADVANCED A 1 3/4 PRECONNECT INTO RESTURAUNT. ENGINE 5 CREW ARRIVED AND HELPED SEARCH FOR CAUSE OF SMOKE. OPENED WINDOWS AND DOORS TO VENT SMOKE. FOUND A SMOLDERING COUNTERTOP LOCATED OVER A BANK OF ELECTRIC STEAM HEATING UNITS. SHUT OFF POWER TO THE RESTURAUNT VIA ELECTRICAL PANEL IN BASEMENT AND SET UP ENGINE 3 GENERATOR TO PROVIDE LIGHTING INSIDE RESTURAUNT. USED PORTABLE WATER EXTINGUISHER TO WET DOWN WOODEN FRAMING OVER STEAM TABLE. CALLED FOR BUILDING COMMISHIONER AND FIRE PREVENTION OFFICER. RESTURAUNT OWNER'S PARENTS ARRIVED ON SCENE AND SHUT DOWN BUILDING'S BURGLAR ALARM WHICH WAS SET OFF WHEN ENTRY WAS MADE INTO BUILDING. OWNER OF BUILDING ARRIVED ALSO. ONE OF THE STEAM UNITS HAD BEEN LEFT ON ACCIDENTLY. WITH NO WATER IN THE PAN, THE UNIT OVERHEATED AND EVENTUALLY STARTED THE WOOD UP ABOVE IT ON FIRE. DAMAGE WAS CONFINED TO A SMALL AREA ABOVE STEAM UNIT. THIS AREA CONTAINED ELECTRICAL CONDUITS, COMPUTER CABLE, WALL COVERING AND COUNTERTOP FRAMING. DAMAGE TO REAR WINDOW OF RESTURAUNT. A DOOR TO A SECOND FLOOR APARTMENT WAS DAMAGED AND A LAMP KNOCKED OVER IN THIS SAME APARTMENT DURING A INITIAL SEARCH TO FIND THE CAUSE OF THE SMOKE. THE RESTURAUNT WILL BE CLOSED UNTIL A ELECTRICAN CAN ISOLATE AND REPAIR CIRCUITS IN THE KITCHEN DAMAGED BY THE FIRE. ONE CIRCUIT WAS TRIPPED ACCORDING TO THE POSITION OF A BREAKER IN THE ELECTRICAL PANEL. NOTIFIED BOARD OF HEALTH INSPECTOR, DAVID KOCHIN, OF THE SITUATION. OWNER OF BUILDING .........
