After the basic parking lot and building areas are rough graded most vehicles will be able to park in the future parking area. We encourage all trade to use as few vehicles as necessary for this project and to carpool or use public transportation if possible. Air Quality: The earthwork scope of this project may generate fugitive dust. Water will be used as needed in an attempt to reduce any potential increases in localized airborne particulate levels. All trucks hauling materials to or from site will be fully covered. Noise: This project is the construction of a new facility and will not generate the levels of noise associated with demolition. The required back up alarms and motion alarms on equipment will likely generate the greatest volume of noise. These alarms are OSHA required and will only be heard during the hours of operation. The earth moving equipment and other large pieces of equipment will all have a functioning muffler and will be shut off when not in active use. Erosion and Sedimentation: The existing and future gradation of the site is sloping from West to East. This will and does cause any over flow run off to flow toward Earle St. The erosion control will consist of trenched siltation fence as well as staked hay bales along the Earle street side of the project. This fence is to be inspected after any heavy or prolonged period of rain and repaired as needed. Debris and Recycling: On site containers will be use to store and remove construction debris. These containers will be emptied and returned as needed. Recyclable materials should be keep separate and stockpiled until such materials are of quantity to necessitate cost effective removal. We encourage all contractors to recycle in an attempt to reduce waste and save money. Conclusion: Crocker Building Company Inc. and all sub contractors working on the VCA project are asked to use all reasonable means to reduce the impact this project has on the environment and to minimize any disruption to the neighbors and surrounding community. Louis Hasbrouck Local Inspector and Zoning Enforcement City of Northampton Building Department 212 Main Street Northampton, MA 01060 (413) 587-1240 1 Louis Hasbrouck From: Carolyn Misch Sent: Thursday, November 15, 2007 11:57 AM To: Aharon Sharff(E-mail 2) Cc: Louis Hasbrouck; Tony Patillo(E-mail) Subject: VCA-outstanding pre-building permit items Aharon- I just reviewed again the plans that were dropped off for VCA as a follow up to the permits that were issued by Planning Board. The planting plan is missing a couple of items that need to be addressed before the Building Permit can be issued for the site. The revised planting plan shows the required trees. However, there is no planting schedule/table indicating definition of trees referenced, species type and size as required in item 1-c of the permit condition. Also there is no separate lighting plan with final location of the bollards. You can place the bollard location layer on the planting plan if that makes it easier. 7 L/b)the applicant shall submit revised plans showing compliance with the street tree planting requirements of§350-6.5 with sixteen(16)shade trees along street frontage. Since these were pre-building permit conditions, I don't think a foundation permit can be issued for the project until I get these last 2 items-- unless the Building Department determines otherwise.
