NATURE OF PROPOSED WORK:
Construction of a 32,000 square foot building in two phases.
HARDSHIP:
CONDITION OF APPROVAL:
1)Prior to issuance of a building permit the following items must be addressed:
a)proof of recording of easement documents for shared access and maintenance for a common
driveway as specified in the zoning ordinance§350-Appendix 1 shall be submitted to Office of
Planning and Development.
b)the applicant shall submit revised plans showing compliance with the street tree planting
requirements of§350-6.5 with sixteen(16)shade trees along street frontage. Gingko proposed maybe
in conflict with the location of the proposed sewer line. There shall be adequate separation to prevent
long-term root damage to the sewer line.
c)Revise planting plan and schedule(locate on plan sheet)and submit to Office of Planning and
Development. The "QC"located on the plan shall be included in the schedule.
d)Revised plan shall show dumpster location as presented in the hearing behind pick-up/delivery area.
e)Lighting plan shall clearly indicate the location of bollards.
2)In accordance with Department of Public Works standards, a sewer cleanout shall be located at the
property line. Any proposed industrial discharges shall be permitted through the Northampton Waster
Water Treatment Plant.
3)A six-inch fire/domestic water line shall be provided. A one-inch domestic service line branch off
the six-inch line inside the building ahead of the backflow preventer shall be provided.
4)Shutoff valves at the property line and near the interconnect to the Earle Street main shall be
provided.
5)Four foot sumps for all catch basins shall be provided.
6)No stormwater shall be diverted onto the roadway.
7)CB-3 shall be located on private property and inverts in and out shall be labeled correctly.
8)A driveway curb cut from Department of Public Works is required.
9)Applicant shall verify existing conditions plan and proposed redesign of Earle Street to ensure that
proposed utility locations for the building do not interfere with those drainage and sewer utilities in
the street

10)Snow shall be maintained on site or removed.
11) The driveway crossing shall be striped in accordance with the City of Northampton standard for
pedestrian crossings utilizing the"continental"stripe.
12)Prior to issuance of a certificate of occupancy, the applicant shall.
a)submit a lighting plan stamped by an engineer indicating that the lighting conforms to§350-12.2.
b)record all necessary easements for stormwater drains crossing lot 12B.
c)submit a record plan to Department of Public Works stamped by a Massachusetts registered
engineer for the storm drain system crossing lot 12B.
d)show proof or recording of all required easements for grading and long term maintenance and
repairs of the multi-use cross-country trail. Final easement language shall be coordinated with the
City of Northampton.
Nothing in this permit shall preclude conformance with DPW stormwater permit issued under separate
jurisdiction.
FINDINGS:
The Planning Board Approved the "Tier 11" Site Plan for the new 32,000 square foot building and common driveway based on the
following information and plans submitted with the application:
1. "Site Plan for Light Industrial Development at The Villaage at Hospital Hill",Prepared by Stantec,dated June 2007, Sheets 1-10.
2. "VCA,Inc.Elevations",Prepared by Siegried Porth Architect,dated June 7,2007,Drawing A-2.
In reviewing the application materials,public hearing comments and approval criteria in section 350-11.6 of the Zoning Ordinance, the
Planning Board determined that
The remaining items(Tier 11)from the original and overall site plan for the south campus of the Village at Hospital Hill Tier I approval had
been met. This approval is the secondary approval/amendment to the original Tier I plan and as spelled out in Tier I approval the Board
found.
A.Building elevations,including materials, orientation,fenestration and egresses shown and approved.
B.Number and location of bike racks to serve each building shown and approved.
C.Building landscaping and amenities, feasibility of walkways for buildings 12A/B,including landscaping along the multi-use trail
between lots 11&12A shown and approved.
D.Sewer and water tie-ins:locations&pipe sizing for each building and all other utility locations. A minimum 18'horizontal separation
should be maintained. Where bends in water lines are anticipated,these shall be reinforced by thrust blocks and shown on detail sheets.
E.Final Easements for utility lines that cross private property reviewed and approved.
In approving this Tier 11 site plan, the Board granted the wider curb cut of 34'for the common driveway to accommodate larger trucks
entering both sites up the substantial grade.
The Board also approved the future potential creation of an addition of nine parking spaces outlined on sheet 7. These may be created at
the applicants discretion.
