Present and voting were Chairman Robert C. Buscher , William Brandt, and Kathleen Sheehan. The vote to approve was based on the following findings: Mr. Brandt found that, since there is a binding agreement between responsible parties assuring proper maintenance for the mural during the two years it is in place, he would vote in favor . • Ms. Sheehan found that the mural would enhance the parkini lot area and she would vote to approve. She noted that the same fears about graffiti and vandalism were voiced when the railroad trestle mural was oronosed, but those fears never materialized. • Mr. Buscher stated that, while he did not particularly like this mural_ , and felt uncomfortable in the role of art critic, the concP:�t of using a blank wall for art projects was in the public interest. 1,e did not believe that it would encourage graffiti because there has been only one instance of defacement to the Hestia mural , and that was politically motivated, and the trestle mural has remained undamaged. He would vote to approve. The following conditions were imposed: ( 1) that the naintinq be limited to a two-year period, at the end of which, the mural will be removed and a new permit sought if any new art work or sign is contem- plated; ( 2) that elicit an agreement with the artist, Stephen Hannock, that the painting be maintained, or that the bank have the right , with no liability to Mr. Hannock, to paint over the mural ; ( 3) that Mr. 11annock :-sake no major changes in the design presented without the approval of both the Board of meals and the Desiqn Review Committee.
