Also present were Clare Fennessey, Clerk, Lauren McCartney of the Daily Hampshire Gazette, Daniel Holmes of the U—Haul Company, and two interested citizens. � l- _2 The Chairman of the Board said that the Board would view the property in the near future. Speaking in favor of the petition was Dan Holmes, an employee of the company. Regarding the Planning Department memo which noted that brightly colored trailers on the lot would afford suf- ficient advertising, he.- said that the vehicles are not always on the lot. In addition, he said that the company also rents permanent hitches, and a sign to advertise this fact is necessary. No one spoke in opposition. The hearing was adjourned at 7:55 PM, with the Board taking the matter under advisement. Present were Charles W. Dragon, Chairman, Thomas Brushway, and Eric Gervais, associate Member. Also present were Pat Blandford, Dan Holmes, Art Demers of vtiTIEV radio, and Clare Fennessey, Clerk. The meeting to decide on the request of U--Haul Company of Western. Massachusetts, 227 North King Street, for a variance to erect a sign, was called to order at 8:20 PM, July 14, 1976 in the old Council Chambers, City Hall, by the Chairman, Charles Dragon. The minutes of the public hearing, held on June 16, 1976, after having been advertised in the Daily Hampshire Gazette on June 2 and June 9, 1976, were read and approved unanimously. The Chairman noted that the Board had viewed the property. Mr. Brushway said that a height of ten feet above the ground would afford more visibility for motorists than would a height of five feet. Mr. Gervais said that the dimensions required by the zoning ordinance would limit visibility in both directions on North King Street, and that placing the sign ten feet above the ground would not be detrimental to the public. After discussion on the placement of the sign, Mr. Brushway moved to vote on _thp. matter. The motion was seconded by Mr. Gervais and the vote was unanimous to proceed. It was unanimously voted that owing to conditions affecting the locus but not generally affecting the Zoning District, literal enforcement would involve substantial hardships, financial or otherwise. Mr. Gervais was in favor of granting the request with the stipulation that no vehicle of any kind is to be parked beneath the sign. Pair. Inc. for a variation This is the decision of the Board of Appeals of the City of Northampton on a petition filed by U--Haul Co. of Western Mass. Inc. requesting a variance from the requirements of Section VII-4, paragraph 2B of Chapter 44 of the City Ordinances of the City of Northampton. The petitioner requested permission to erect a sign twenty feet high instead of fifteen feet which is the maximum under the Zoning Ordinance. The premises affected are located in the east side of North King Street, designated as Parcel 6 Sheet cD No. 18AB of the Assessors' Plan of the City of Northampton and are %xi own as 22'7 North King Street. Public Notice on the matter was published in the Daily Hampshire Gazette on June 2 and June 9, 1976. The Planning Department sent a cormmunication which stated that a sign in the location requested would limit visibility of vehicles on North King Street. The public hearing on the petition of U—maul Company of Western_ Massachusetts, 227 North King Street, for a variance to erect a sign, was called to order at 7:30 PM, June 16, 1976 in the old Council Chambers, City Hall, by the Chairman, Charles W. Dragon. Pat Blandford, 133 Ridgewood Road, Ludlow, Mass. , speaking for the petitioner, said that U—Haul would like to erect a ten by ten foot sign twenty feet high. The size is in accordance with the zoning ordinance, but the height is limited to fifteen feet. A ten by ten foot sign would, therefore, be only five feet from the ground. He feels that this would limit visibility of traffic on North King Street . In addition, U—Haul is requesting that it be allowed to place the sign five feet in from the grope�y line in- stead of the fifteen feet required by the zoning ordinance. There is now a billboard on one side of the lot and a home on the other side. These two structures would limit the visibility of the sign, thereby defeating its purpose, which is advertisinz.
