Martin 15 Garfield Street Florence, Ma. 01060 Dear Bernice and Omer Martin: , After receipt of your letter of September 24, 1980, I visited the Padeck property with Building Inspector Cecil Clark and met with Mrs. Padeck and her son. They were told by me that they would have to move their junk or force action from the office of the City Solicitor. The son explained that he had a petition before the Zoning Board of Appeals for a permit to utilize the Ostrowski back property located off Bridge Road for repair purposes. This hearing is scheduled for the near future. If the permit is granted, the son has stated that he will move all of the junk and other paraphernalia to his new quarters immediately. In any case, he has been told to make provision and to actually move this material off of the premise at 14 Garfield Street or face legal consequences. I have told Cecil Clark that I want results and that he is to contact the City Solicitor's office for legal action if his directive is not complied with promptly following the ZBA decision. In addition, Gary owns a German Shepard watch dog which is never leashed and has succeeded in scaring many of the neighborhood child- ren and adults as well. Clark Building Inspector 212 Main Street Northampton, MA 01060 Dear Mr. Clark: We are writing to you once again in regard to the Padeck residence. Gary Padeck has continued to operate and maintain an auto repair business/junkyard at 14 Garfield Street in Florence. Currently, Mr. Padeck has from 5 to 10 cars on his property, in addition to junk parts and garbage around his yard. Our efforts to speak with Mr. Padeck about the eyesore have produced no results. In addition to the Padeck operation being both illegal and an embarrassment to our neighborhood, it also creates a danger to children and others who happen to be walking in the street. As a result of the clientele which is attracted to the Padeck residence, speeding and reckless driving often oc- cur on our street. In fact, on Saturday, October 17, 1981, such an incident occurred which could have resulted in a serious accident, being that children were playing in the streets. The police were called after this occurred, however, even though they found the driver, no charges could be pressed because they had. not witnessed the incident. As you 'know, we have pursued this matter with you for well over a year now and we have, so far, seen no lasting im- provements. We feel that, as residents of Northampton, we have the right to have whatever necessary action to be taken for this problem to stop. We feel that it would be negligent to our neighborhood for the city to continue to wait for Mr. Padeck to change. Enclosed you will find copies of previous letters con- cerning this matter.
