3. Remove all clutter in right side and rear yard to the satisfactory of the Board of Health by June
15, 2005.
4. Please contact Ernest Mathieu at the Board of Health at 587-1213 by May 2, 2005,to arrange for
a on site meeting to discus instructions regarding removal, the moving or replacement, and the
storage of the items on the property in order to avoid any misunderstandings as to what is
expected of this Department.
Under authority of Chapter III, Section 127 of the Massachusetts General Laws, and Chapter II
of the State Sanitary Code, you are hereby ordered to make a good faith effort to correct the
following violations IN THE TIME INDICATED ABOVE IN THE ORDERS. Failure do
comply with this order could result in legal action taken by this office.
Should you be aggrieved by this order, you have the right to request a hearing before the Board of Health. A
request must be received in writing to the office of the Board of Health within seven(7) days of receipt of this
order. At said hearing, you will be given an opportunity to be heard and to present witnesses and documentary
evidence as to why this order should be modified or withdrawn. You have the right to be represented by an
attorney. You may contact this office to inspect and obtain copies of all relevant inspection or investigation
reports, orders, notices and other documentary information relative to this property

A representative from the Northampton Board of Health conducted an Inspection on April 22, 2005,
at the premises located at 14 Garfield Street, Florence, MA, owned by you, for compliance with
CHAPTER II OF THE STATE SANITARY CODE, MINIMUM STANDARDS OF FITNESS
FOR HUMAN HABITATION,AND/OR CHAPTER 111, SECTIONSECTIONS 122- 127,
ABATEMENT OF NUISANCES, OF THE MASSACHUSETTS GENERAL LAWS. This letter
will certify that the inspections revealed violations listed below, which are serious enough as to
endanger or materially impair the health, safety, and well-being of the occupants.
ARTICLE H 410.000 VIOLATIONS MINIMUM STANDARDS OF FITNESS FOR HUMAN

NUISANCES, OF THE MASSACHUSETTS GENERAL LAWS :
FRONT YARD
The exterior front yard has excessive clutter with items such as wood, brush, lawnmowers,
furniture and a refrigerator on the porch, and other miscellaneous items, articles, and
debris. These conditions pose a nuisance and can be a source of harborage for vermin and
rodents.
RIGHT SIDE YARD
The exterior right side yard also has clutter with items such as piles of wood, furniture, and
other miscellaneous items, articles, equipment, and debris. These conditions pose a
nuisance and can be a source of harborage for vermin and rodents.
LEFT SIDE AND REAR YARD
The exterior left side and rear yard also has clutter with items such as piles of wood,
furniture, toilet bowl, lawnmower, log splitter, boxes full of items, and other miscellaneous
items, articles, equipment, and debris. These conditions pose a nuisance and can be a
source of harborage for vermin and rodents.

Dear Karen,
We received a complaint about the presence of unregistered vehicles, junk
vehicles and vehicle parts on your property at 14 Garfield Street.
Upon investigation, we find that there are a number of unregistered or junk
vehicles and motor vehicle accessories (including the upside down cut off front section
of a vehicle)that are visible from the street.
The City of Northampton's Zoning Ordinances limit the number of unregistered
vehicles allowed on residential property, define the difference between unregistered and
junk vehicles and describe the requirements for storing the unregistered vehicles and
motor vehicle accessories that are permitted. Only two unregistered vehicles, and no
junk vehicles, are allowed per parcel of land in the city without a Special Permit from the
Zoning Board of Appeals. The allowed vehicles and parts must be screened from the
view of the public.
You are in violation of the City of Northampton's Zoning ordinances. I have
included excerpts from these zoning ordinances for your reference.
Please make arrangements to have the junk vehicles and parts removed and the
unregistered vehicles stored in an appropriate manner in the immediate future, and
contact me to discuss your plans. Unless you contact this office by 4:30 pm on Friday,
April 28, 2006, 1 will issue a Notice of Violation of City Ordinance. Penalties for violations
may upon conviction, be affixed in an amount not to exceed one hundred dollars
($100.00)for each offense. Each day or portion of a day, that any violation is allowed to
continue shall constitute a separate offense.
