We have a project site in Northampton with an elevated water tank that had been coated with lead containing paint. The lead leached down to the soils below. We have provided the test results at the end of this email, however, in summary,the surrounding soils now have 2 out of 4 lead leachate readings over 5.0 mg/L and total concentration levels with 3 results over 10,000 ppm. The suggested soil removal area is 70 ft x 70 ft x 1 ft deep centered below the tank. According to our discussion, if we handle the soil as a hazardous material (due to leachate over 5.0),obtain a temporary EPA ID Number(MV plus phone#),excavate,dispose of the soil (as"a hazardous material"at an approved facility and keep track of all the records,we do not need to apply for any permits,or submit any work plans, to the MA DEP. However, if we start excavating the material as is (leachate over 5.0), with the intention of creating a large pile for on- site blending, we would have generated hazardous materials by excavating the soil before treating them. This action would require a RCRA license for handling/treating Hazardous Materials, and require direct involvement of the MA DEP. As an alternate, if we leave the soils in place and "till in"an encapsulant (similar to farm tilling), mixing it like fertilizer, we could then re-test the soil, hopefully achieving leachate levels now less than 5.0 mg/L. If that was achieved,we could then excavate the treated materials and dispose of them as now only"contaminated" (versus hazardous) and reduce the disposal cost for our client. With this approach,again, we would not be required to submit any notification or work plan to the MA DEP. No permit is required from MassDEP if the soil,that has failed the TCLP test (5.00 PPM), is to be excavated and removed from the site. In this case, the soil must be managed as hazardous waste in accordance with applicable provisions of 310 CMR 30.000 including on site management. The waste material must be shipped to a permitted Treatment, Storage or Disposal Facility(TSDF)via a hazardous waste manifest by a licensed hazardous waste transporter within 90 days of generation. A hazardous waste generator ID number must be obtained in order to ship the material off site. A temporary number may be issued. You have the option of treating the soil in-situ without excavating the soil by introducing the encapsulating/stabilizing agent directly to the soil and tilling/mixing it in place. Once the material is stabilized/cured, if confirmatory samples of the treated soil show below TCLP levels, then the waste material may be disposed of as solid waste at a permitted solid waste facility as long as it can satisfy the requirements of MassDEP's solid waste POLICY#COMM-97-001 (http://www.mass.gov/eec/docs/dep/recycle/lows/bwi)97001.pdf). No hazardous waste treatment permit is needed from MassDEP for this option. 3. Thanks. 1 i i i i i i i i i I f I I i i i Masonic Health System of Massachusetts 75K Elevated Water Storage Tank-Northampton.MA CorrTech.Inc.Job No.7255 Page 5 Exterior Roof The roof coating had wide spread coating de-lamination and edge corrosion along seams and bolts. Surface corrosion was apparent where the coating had de-laminated but there was no deep pitting or pack rust in the seams. The dry film thickness readings were taken in 45-test location ranging from a low of 7.2 mils to a high of 26.9 mils with an average of 11.86 mils. These readings show moderate coating thickness remaining on the intact coating areas. Adhesion of the paint system was not tested due to the high percentage of coating failure. Ultrasonic thicknesses were taken on the roof from the lift. The roof plates measured from 185 — 190 mils thick. The UT measurements confirm that the original steel is still uniform in thickness. Vent The tank was not originally constructed with a vent due to numerous open areas between the roof and the shell plates, which was considered sufficient in early water tank construction. The finial ball on the peak of the roof is not a vent and is primarily there to secure the revolving ladder. Ladders/Railings/Balcony The roof of the tank is accessed by a revolving ladder that runs from the finial ball to the balcony. The ladder ends about 2-3ft off the balcony floor. The ladder was not structurally sound to climb and was deemed unsafe which lead to the use of a man-lift for this inspection. When the ladder was shaken the bottom two rungs broke free. The ladder's current measurements are 12-inches rung to rung, 22-inches rung to shell, and 15-inches in rung width. The balcony had a width of 24-inches. The balcony was equipped with a railing that was 36- inches and tall, no horizontal mid-rail and had a 4-inch kick plate. The railing does not meet current OSHA requirements. Shell The shell exterior has large amounts of coating de-lamination on 60% of the surface area. Surface corrosion has formed where the coating is de-laminated. The remaining coating still adhered to the steel substrate exhibited mild chalking. The dry film thickness readings ranged from a low of 5.6 mils to a high of 31.2 mils and an average of 15.01 mils. These readings show good remaining thickness despite chalking. See the appendix for more detailed readings. The tank bowl is in slightly better condition due to the decreased UV exposure and direct weather deterioration. The coating is in good overall condition with failure localized to the riveted joint between bowl and riser. Overflow The tank had no visible overflow pipe. The tank may overflow through the gaps between the roof and the shell. Legs/Riser/Bracing The tank had four legs which were constructed with two solid sides attached by steel lattice supports. The legs varied in coating de-lamination. There was no significant pitting or structural damage from corrosion. The rivet heads show no section loss or separation from the channels. The legs are connected by tension rods that are 1 '/4-inches in diameter. All the turn buckles were engaged and the clevis points on the legs were intact. The tension rods have a slight vertical bowing. The riser pipe coating was in similar condition to the roof and shell. The coating has de- laminated on more than 60%of the surface area. The dry film thickness readings ranged from a low of 7.9 mils to a high of 16.0 mils and an average of 15.01 mils. Ultrasonic thicknesses were taken on the riser pipe ranged from 285 —290 mils. Foundation The legs and riser pipe all rest on concrete foundation pads. The riser pad measures 7-ft x 7-ft and is 1-ft high. The concrete had some cracking and efflorescence. The leg concrete pads measured 42-inches x 42-inches with a height of 1-ft. The concrete had small amounts of surface cracking. The leg anchor bolts were all tight with no signs of significant metal loss. The roof plates still have the majority of the coating intact however there is extensive edge corrosion on the plate seams and fasteners. Surface corrosion has formed on the central pressure plate. Daylight can be seen through gaps between the roof plates and the shell walls. The roof is attached to the tank shell by means of angle clips bolted to the top of the shell and bolted to the top shell angle. The clip bolts and the connecting threaded bolts show no section loss due to corrosion. Shell There are large sections of coating de-laminations along the I5t submerged horizontal rivet seam. This section was about 10 ft wide by 4 ft tall and had corrosion cells formed where the coating was missing. There was small diameter shallow pitting noted under the corrosion cells. The rivet heads have minor surface corrosion but showed no section loss. Overall the tank had many small corrosion cells along 50%of the seams of both the shell. The coating on the bowl plates was intact except for small areas of de-lamination and corrosion cells which appeared on 2%of the plate surface area. Floor The tank floor had localized surface seam corrosion, but had no deep pitting or rivet head loss. Sediment accumulation was from a thin film to I-inch deep near the riser opening. Riser The interior of the riser exhibited the same degree of edge corrosion that was viewed on the shell. No significant pitting was viewed behind brushed corrosion cells. The bottom of the riser pipe had approximately 6-inches of sediment. The interior images are as clear as our printing technology will allow. The interior videosnaps in the report provide a reference for our comments. Keep in mind that the video provides the greatest detail and should be viewed as part of the report. Each videosnap (VS) is marked with the time stamp from the video. This allows the reader to easily view the original footage for each feature. Narration on the videotape is done in the field and some of the comments may be different than the written report. The written report is the official document and contains the formal opinion of CorrTech. A Posi-Tector 6000 was used to gather dry film thickness measurements on the exterior roof and shell surfaces. A Cygnus Basic UT gage was used to measure steel plate thickness. 100 K Elevated Tank The elevated tank was constructed in the 1920's. The tank is approximately 110-feet to the balcony and 140-feet overall. The tank is supported on four lattice type legs fabricated from riveted "C"channel and has numerous tension rods and horizontal bracing to aid in support. The central riser is 6-feet in diameter. It is not known when the last time the tank was rehabilitated. The existing coatings are suspected to be alkyd on the exterior and epoxy on the interior. It is highly probable that the exterior paint contains Lead. The tank was previously used for both drinking and fire water storage but has since become solely used for non-potable fire water storage. The tank was last inspected in 2005 while out of service. Interior The interior of the tank was accessed through the 21 x20-inch rectangular roof hatch, which was not locked at the time of the inspection. The hatch was not equipped with 4-inch neck or overlapping cover but as a firewater tank these are not required. For detailed information regarding detailed tank conditions and the specific recommendations please refer to the designated section for the tank. Due to the unsafe condition of the ladder above the balcony this inspection was conducted using a 150-ft mobile lift. The ladder is not safe for anyone to climb and reach the roof at this point. The tank coatings are failing over most of the interior and exterior. There was no serious metal loss identified on the rivets, legs, shell or riser that raised concerns for the general stability of the tank. The tank needs to be rehabilitated and upgraded in order to be utilized as a long term fire water storage tank and in order to meet the requirements of NFPA-22. Based on the tanks current condition it is suitable to store water with no visible leakage and no visible structural concerns. The inspection was conducted to establish the current condition of the tank's coating, substrate steel, safety and sanitary equipment. 100K Masonic Elevated Tank The tank was inspected in general accordance with the latest version of NFPA-25, AWWA D 10 1 standard for water tank inspections as well as the AWWA M42 Tank Manual. Due to the in- service nature of the inspection strict adherence to the requirements of NFPA-25 was not met. The tank interior was inspected while full and in operation with the TankRover remotely operated vehicle (ROV). The TankRover is the only piece of equipment like it in the United States and was developed by CorrTech. By using the TankRover the tank was inspected with no special preparation, no additional disinfection, no confined space entry and no downtime. The exterior portions of the tank was inspected by walking the roof, shell portions that were accessible from the balcony and vertical ladder, and portions that could be inspected from the tank's base. A lift was used for the inspection due to safety concerns with the existing shell and roof ladder. The objectives of the assessment were to: 1. Perform field inspections and tests to assess the structural and coating integrity of the tank 2. Review the safety compliance of tank ladders and access. 3.
