OFFICE OF THE MAYOR

David B. Musante, Jr. July 5, 1990
Mayor
TO THE OCCUPANTS OF 91 GROVE STREET:
The Division of Capital Planning and Operations of the Commonwealth
of Massachusetts has licensed the City of Northampton to use the
property at 91 Grove Street to provide temporary shelter to the
homeless. You have been occupying this building on an emergency
basis. The City has not yet established a program for the
operation of a shelter for the homeless, nor has it entered into
any relationship of landlord/tenant with either the individual
occupants of 91 Grove Street or any organization representing those
individuals.
There is no certificate of occupancy in existence for the property
at 91 Grove Street. Mr. Palmer, the City's Building Inspector has
inspected the property and found serious code violations which
render continued occupancy of the building impossible. In the
interest of safety, I am ordering that the building and grounds at
91 Grove Street be vacated no later than twelve o'clock noon on
Thursday, July 5, 1990. All occupants must be off the premises by
that time. Any persons remaining on premises after noon on July
5th will be considered to be trespassers.
During the next three weeks the City will be continuing its
dialogue with representatives of the social service and religious
communities in Northampton, including the No Homes Inn. The
building at 91 Grove Street will be renovated to comply with the
building and sanitary codes. Proposals to operate a homeless
shelter at 91 Grove Street will be sought and a suitable program
for such operation put into place.
If you are in need of shelter, you may contact the following
agencies for assistance:
Department of Mental Health-Outreach Services
Sue Granetz--586-4948
Veteran' s Community Care Center-57 King Street
Tom LeBlanc--584-1752

Your cooperation in vacating the property in an orderly and timely
manner will be greatly appreciated.
