In considering and granting the site plan approval and the special permit for the reduction in the required parking, the Planning Board discussed setback,massing,height issues. The Board acknowledged that there would be a change to the building, though inside the buildable envelope and within height limits established in the Zoning Ordinance. The Board further acknowledged that the orientation of the existing building,with its side and rear to the residences and front entrances dictated the configuration of the addition, with the largest portion of the massing being maintained on the rear and the one story entry vestibule facing the historic front and side and parking lot with handicap accessible spaces. The Board made the following Findings: A. The requested use protects adjoining premises against seriously detrimental uses. The expansion of the existing library will provide better service to the surrounding community and will serve as a catalyst for strengthening the abutting residential and commercial areas. Much of the expansion is necessary to accommodate handicap access. Surface water drainage will not affect adjoining properties as roof runoff will be captured and infiltrated on the commercial side of the site,sound and sight buffers have been incorporated through the addition of evergreen trees on the residential side of the property. The applicant has incorporated modern HVAC systems on the roof with sound walls that will buffer noise levels below the maximum levels allowed in the zoning ordinance.Building setback heights and massing are within the allowed building envelope. Though the Board aknowledged the change in the size of the building, the heights do not exceed the existing building nor the zoning allowances. The Board found that the applicant had reduced the size and scale of the project to accommodate concerns of the abutting residences. B. The requested use will not affect the convenience and safety of vehicular and pedestrian movement within the site and on adjacent streets. The applicant has separated pedestrian and bicycle flows from vehicular traffic and is reconfiguring internal sidewalks to connect to the sidewalks on Meadow Street. The traffic analysis submitted by the applicant indicates that a large percentage of the clientele accesses the site by non-motorized means,given the proximity to Florence Center. Traffic impacts from this expansion on the streets and roads in the area will be negligable since the expansion is necessary to accommodate existing services and demands. In promoting necessary library services within the village center,vehicular traffic will be reduced as compared to other library service location options. C. The requested use will promote a harmonious relationship of structures and open spaces to the natural landscape,existing buildings and other community assets in the area. The Board found that the orientation of the existing building,with its side and rear to the abutting residential neighborhood and front entrances toward Florence Center and Meadow Street dictated the configuration of the addition. This resulted in the largest portion of the massing being maintained on the rear and the one story entry vestibule facing the historic front and side.Such an orientation was also necessary because of the configuration of the existing and planned parking lot with its planned handicap accessible spaces. The design of the building is sensitive to the context of the existing library and the historic residential neighborhood. D. The requested use will not overload, the City's resources including the effect on the City's water supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection,streets and schools. E. The requested use meets the special regulations set forth in the Zoning Ordinance Sections 5.2, 6.2,8.6. The Board determined that more than a 20 percent reduction in required parking was appropriate based on a detailed traffic study of the users of the library. This study indicates that more than 30%of the library patrons arrive by other than motor vehicle. The pedestrian and bicycle accommodation on site would continue to encourage people to arrive on foot or bicycle, the size of the expansion would not result in a comparable increase in number of patrons/demand for parking,and that the library,by design,generates peak demand at substantially different time periods from the surrounding institutional and commercial uses. The addition of parking spaces at the library will be available for the publics'use of surrounding properties. F. The requested use bears a positive relationship to the public convenience or welfare. The use will not unduly impair the integrity of character of the district or adjoining zones,nor be detrimental to'the health,morals,or general welfare. Other applicable sections of the Zoning Ordinance include 6.2, 10, 11. HARDSHIP: CONDITION OF APPROVAL: 1. "The driveway entrance to the parking lot shall be graded to maintain a high point elevation of 280.6, to keep storm flows on site. 2."One water line should enter the building and shall be sized appropriately. The division of the domestic and the fire line should take place inside the building. 3.Prior to the issuance of a building permit the applicant must revise the submitted document: "StormwateriWater Quality Management Plan and Procedures to be Followed for the Lilly Library", and this document shall be recorded as the Operation and Maintenance Plan for the site at the Registry of Deeds. 4. The Operation and Maintenance Plan shall also include the following information: The applicant must provide documentation that the subsurface infiltration trench continues to function as designed.Ponded(standing water inside the infiltration trench(as visible in the perforated pipe from the drain manhole)after 48 hours or several days can indicate that the bottom of the trench is clogged. The owner is required to repair,replace,or reconstruct the infiltration trench if it fails#o operate as designed.A system fails to operate as designed when water is standing 48 hours or longer following a storm event greater than 1 inch over 24 hours. 5. Inspection and maintenance reports that are certified by a Professional Engineer must be submitted to the Northampton Department of Public Works annually by May 15.Maintenance must include removal of sediments from the swa/e,catch basin and infiltrator as necessary. 6. The water line connection shall be redirected to avoid damage to the 18"Maple noted on Meadow Street side of the plans. 7.Prior to construction, the three 3"caliper Maples on Meadow Street shall be re located within 10'of Meadow Street or these shall be replaced(located within 10'of the street). 8.All utilities extending to the site shall be placed underground.
