The activation of any manual station, Section 3—Design Responsibility for Fire Protection Systems (sprinkler system) a) The professional engineer (PE) provides a partial design and specifies the design criteria to be used by the installing contractor who finalizes the system layout, provides calculations to confirm the design criteria. The PE reviews and approves the installing contractor's final layout and calculations. The PE is considered the engineer of record and certifies system installation for code compliance at completion. Section 4—Fire Protection Systems to be installed Fire Alarm System a) The fire alarm system is an addressable system b) The fire alarm panel control panel will be located in the front vestibule at the main entrance. A knox box will be located outside the vestibule. C) Manual pull stations shall be located at all exits. Smoke detector coverage will be provided in corridors, lobbies, and public library areas. The smoke detectors are spot type d) Sprinkler pressure and tamper switches will be supervised. e) Notification appliances will be installed to ADA and NFPA guidelines. 0 The floor plans indicate locations of all devices. g) The system will operate as general alarm. The initiation of any device, manual pull station, smoke, or sprinkler flow will initiate a general alarm condition. All audible/visual devices will sound until reset at the fire alarm control panel. All alarm and trouble conditions will be sent to a central station monitoring station through a new digital dialer. Sprinkler System a) Water supply and fire mains. A new 6" fire main will be provided to the building. The main is dedicated to the sprinkler system. Existing hydrants are to remain. The systems will be hydraulically designed based on an ordinary group II hazard occupancy. The system design shall be based on a minimum discharge density of 0.20 gpm/sf over the hydraulically most remote 1500 sf and shall include a 250 gpm hose allowance. The 1500sf design area will be reduced based on the use of quick response sprinklers as allowed by NFPA 13. In sloped ceiling areas the design area will be increased by 30% as required by NFPA 13. FIRE PROTECTION SYSTEMS NARRATIVE REPORTS Project Summary The project involves the complete renovation of the existing Library and additions. The building will be provided with complete sprinkler coverage. The sprinkler system serving the first and second floors is a wet system and the system crawl space is a glycol loop.. The building will also be provided with a fire alarm system. The fire alarm system has partial detection and full annunciation. Smoke detection is provided for the corridors, lobby and public library areas. 903.1.1 (La) BASIS (METHODOLOGY) OF DESIGN Section 1 —Building Description a) Building"Use" Group—The building is a Library Use Group A-3. b) Building height—approximately 42'-6" ft—highest point above grade. The MHC has previously determined that the Lilly Library meets the criteria for listing in the National Register of Historic Places ('36 CFR 60)and is currently included in MHC's Inventory of Historic and Archaeological Assets of the Commonwealth. The Lilly Library currently has no substantial additions and its historic setting is intact. The proposed project involves the construction of a 5,200-square-foot, one-and two-story,rear addition clad in fiber-cement shingles and panels. Double-hung windows in the historic library will be replaced with aluminum windows. The MHC understands that the east-elevation parapet of the proposed addition has been reduced by approximately 1.5 feet to allow greater visibility and prominence of the historic building, based upon the recommendations of the Northampton Historical Commission. The MHC notes that the proposed project does not require any notable demolition, and thus the project does not trigger a Massachusetts Environmental Policy Act review for historic properties. After a review of MHC files and the information submitted, I have determined that the proposed project will have "no adverse effect"(36 CFR 800.5(b))on the Lilly Library. MHC strongly encourages the proponent to take into consideration the thoughtful and constructive comments of the Northampton Historical Commission. MHC echoes these comments, particularly with regard to the use of fiber siding and concrete. MHC strongly encourages the exploration of a more compatible material. With regard to your request for MHC's determination that this is a partially preserved building pursuant to the Massachusetts State Building Code,MHC offers the following comments. The Lilly Library meets the definition of historic building(780 CMR 3409.1.1) as"any building or structure evaluated by the MHC to be individually eligible for listing in the National Register of Historic Places." The Lilly Library should be considered to be a partially preserved building(780 CMR 3409.3) as a"building or structure certified as a historic building by the Massachusetts Historical Commission...." These comments are offered to assist in compliance with Section 106 of the National Historic Preservation Act of 1966,as amended(36 CFR 800)and M. G. L. DESIGN INTENT The Lilly Library is a two story masonry bearing wall structure with wood floor and roof framing. The total occupied building square footage, excluding the basement crawl space and attic, is 4,180 s.f.. The occupancy is A-3 (Assembly—Library) and the building construction type is 3-B (Combustible/Unprotected).The proposed construction will renovate the existing building and provide a new two story addition of 5,324 square feet for a total building size of 9,504 s.f.The occupancy and construction type will remain unchanged. The building, both old and new sections, will be fully sprinld ered and in compliance with all current codes including the Massachusetts Accessibility Code and ADA.. The Lilly Library is listed on the Massachusetts Historical Commission's "Inventory of Historic and Archaeological Assets" and has official status as a partially preserved historic building. The existing structure is therefore exempt from the seismic upgrades required by 780 CMR and the proposed addition is designed to be compliant with all seismic requirements. 2.
