Dear Mr . Sienkiewicz :
At the request of Mr . Mikkel Kroll of the Northampton Lions
Club I have inspected the cable installation over Main Street in
the center of Florence for suitability in supporting a 3 ' high
by 30 ' long banner . You had suggested to Mr . Kroll that such an
inspection be made prior to installing the banner .
On Tuesday, November 22, 1994 I inspected the mooring
locations for each end of the cable . Mr . Tim Shea owner of the
Parsons Block on the south side of the street gave me permission
to inspect mooring on that building. I found it to be
satisfactory with an approximately twelve inch square steel back
up plate and no visible cracks or faults in that area of the
building ' s brick masonry wall .
Mr . Kevin Cox owner of the wood frame building at 1 North
Main Street gave me permission to inspect the mooring on his
building . In this case an approximately 2" thick x 12" wide
support member is tied into building framing and is in
satisfactory condition .
On Wednesday morning, November 23 a Massachusetts Electric
Company truck with a "cherry picker" type bucket was used to
install the banner . It was my intent to inspect the cable itself
but company policy forbids anyone except company employees from
using the bucket . I inspected the cable visually with binoculars
from street level and could find no faults in the cable which is
of galvanized wire construction and is normally used to support
utility poles . I also requested the operator to examine the
cable for any faults and he reported none .
On the basis of my observations and information supplied to
me it is my opinion that this cable installation is satisfactory
for the intended use .
