• A Fire Alarm Annunciator panel or Fire Alarm Control panel needs to be
located at the front entrance. All panels need to be clearly marked with red
engraved signage with one-inch white lettering clearly identifying panel
• 5 lb ABC Fire extinguishers are needed, which should be located under pull

Secondary to a review of the plans and fire protective narrative submitted to me for
review, I concur with the issuance of a building permit subject to the following
conditions.
• Duct detectors shall be clearly labeled, with test switches located by Fire
Department when appropriate time for installation.
• A graphic representation of the structure needs to be installed at the Fire
Alarm Control Panel and/or Fire Alarm Annunciator Panel. The structural
members should be outlined in black and each fire alarm device should be
outlined in red. Points of egress should be indicated with blue shading, if the
building is multi-storied floors should be shown one above another. The
building name and address should be posted at the top of map.
• Pull stations referenced in the fire protection narrative are to be of the double
action type.

Fire Protection Systems Fire Protection Systems—Automatic sprinkler systems, fire
detection system, fire alarm notification system, smoke control system, suppression
system, etc.
Building Life Safety System Building Life Safety System—A combination of fire
protection systems and other building fire protection features such as automatic door
closers, emergency egress lighting, etc., interconnected or integrated with multiple fire
protection systems functioning simultaneously when activated.
Preparer of Narrative Report—An individual who has taken charge of a project and
has knowledge of required and non-required fire protection systems and buildings life
safety systems. The designer I charge of a specific design for a fire protection system
may prepare their portion of the Narrative Report to be submitted to the individual who
has "taken charge". The individual who has "taken charge" shall compile the data from
the designer of each system and prepare a single, comprehensive and coordinated final
Section 1 —Testing Criteria
Personnel
a) GC shall coordinate all testing and schedule Robt W. Hall Consulting Engineers
and the local authorities for witnessing the sprinkler contractor and electrical
contractors tests.
b) Robt. W. Hall Consulting Engineers will require the following tests to be
performed:
1. Water Flow Test prior to the installation of sprinkler system.
2. Robt. W. Hall, Consulting Engineers must perform a walkthrough after
system completion.
3. Robt W. Hall will perform a final walkthrough, witness backflow flush,
witness pressure tests, and witness alarm tests.
4. The Sprinkler Sub-Contractor will provide a certificate of completion for
the sprinkler system upon project completion.
5. The fire alarm system manufacturer shall provide a certificate of
completion for the fire alarm system upon project completion.
C) System criteria:
Wet Sprinkler System:
Hydrostatically tested at a pressure of 200 psi for two hours without a loss in
pressure.
Opening of the inspectors test connection shall initiate an alarm at the main fire
alarm panel and building within 90 seconds.
Conduct forward flow test of backflow preventer at a rate required for 2 sprinkler
heads.
d) Fire Alarm System
1. The fire alarm system and components of the system will be tested in
accordance with NFPA 72 Chapter 7 as applicable.
2. Robt. W. Hall, Consulting Engineers must be present for final testing of
system.
3. The manufactures technician must be present for the testing of the system
as well as the Electrical Sub-Contractor, Designated Owner's
Representative, Local Fire Department Authority and the Local Building
Inspector.
WET SPRINKLER SYSTEM
System operates automatically upon the fusing of a single fire sprinkler.
Operational Sequence:
1. The activation of a single sprinkler will discharge water and close the
contacts of a vane type flow switch.
2. Closed contact on the flow switch will provide an alarm contact for the
alarm control panel.
3. Closed contact will activate local alarm indication including strobes,horns
and bells.
4. Closed contract will send signal through local alarm panel to central
station, central station will then notify fire department.
FIRE ALARM SYSTEM
1. The building will consist of complete coverage by an addressable fire
alarm system. The system utilizes audio/visual devices to notify the
occupants of an alarm condition. The activation of any manual station,
water flow switch or automatic alarm initiating device shall automatically:
a. Sound all audible devices throughout the building.
b. Flash all visual signals throughout the building.
C. Flash an alarm LED and sound an audible signal at the FACP.
Upon Acknowledgement the alarm LED shall light steadily and the
audible shall silence. Subsequent alarms shall re-initiate this
sequence.
d. Initiate the transmission of an alarm signal to an off-site UL central
station monitoring facility.
e. Visually indicate the alarm initiating device and location via the
FACP LED display.
f. Recall all elevators that serve the floor to the ground floor.
g. All installations shall be in accordance with the Northampton Fire
Department Fire Prevention Features for New Construction &
Renovations.
h. A Knox Box shall be provided as directed by the Northampton Fire
Department and shall be keyed to the City of Northampton. In
addition, a red strobe light(at least 1,000,000 foot candles or 120
candela) must be mounted a minimum of 2' above the Knox box
and should flash upon fire alarm activation.
i. A permanently mounted framed graphic illustration of the building
will be located directly inside the fire alarm entrance (above fire
alarm panel).

FIRE PROTECTION SYSTEMS NARRATIVE REPORTS
The interaction of fire protection systems can be extremely complex. The detection of a
fire in a building by an automatic device may be designed to initiate other life saving fire
protection systems or devices, or other mechanical systems. In some circumstances
different individuals or different companies may design safety systems, which are
required to interact. The narrative report is intended to provide a single document, which
describes the design rationale of all fire protection systems and the interface between
systems. It is an invaluable tool for building officials, fire officials, building owners and
maintenance personnel. 780 CMR 903.1.1 requires the submission of so called fire
protection systems narrative reports as part of the construction documents, which must be
filed in order to obtain a building permit (or permit in part).

a. The requirement of paragraph 3408.3.5 states that"alterations shall not be trade to
elements or systems contributing to the lateral load resistance of a building which
would reduce their capacity to resist latmal loads..." As long as no exterior walls
and no party walls are removed or altered in any way, no iutther investigation or
reinforcement is required.
b. The requirement o f paragraph 3408.6.3 requires that earthgaake hazards be reduced.
Hazards include non-conforming masonry parapets, wood-framed floors not
connected to masonry bearing walls, and non-conforming precast concrete
connections. This building does not have any of these hazards.
In short,only significantly damaged and woefully inadequate structural elements need to be repaired
or reinforced. However,repairs and reinforcements must comply with the Code requirerneszts for
new buildings. The building needs selected structural reinforcement and repairs in order to be
brought into compliance with the requirements of the Massachusetts State Building Code (780
CMR). Additional measurements and inspections will also be needed before final construction
structural drawings can be prepared.

redundant system that Includes at least two layers of ceUWVtie joists. One of the trusses is missing a
diagonal strut.
it is recommended that the missing truss strut be replaced and auxiliary framing be installed to
reinforce the interior bearing cross wall.
The site visit did not include access to the roof. Therefore, the exterior framing or the parapet or false
front was not observed. However, the parapet framing probably consists of the front wall studs projected
up into the parapet. The studs appear sound when observed from inside the attic. However,their integrity
above the roof line would depend on the soundness of the flashing and cladding covering the parapet.
Fire Escape. The exterior steel fire escape was not specifically observed during the site visit. However,
subsequent photos sent to this office suggest that minor maintenance, such as painting, is needed.
Chapter 34 Reqtdrements. Chapter 34 of the Massachusetts State Building Code (780CMR) defines the
structural requirements wher_a building will be altered or repaired. For this discussion,it has been assumed
that the anticipated repairs will only affect architectural finishes and mechanical equipment and structural
framing and loadings will not be significantly affected. It has also been assumed that there will be no change
in uses.
1. Paragraph 34082 addresses the adequacy of all structural systems affected by the alterations
or repairs. To the extent that the alterations do not change the original design loads and do
not remove or interrupt major structural elements,no further investigation or reinforcement
is required. However,where existing bearing walls will be changed,affected framing must
be verified.
2. Paragraph 3408.3.1 generally allows existing, intact members to be grandfathered as long
as they are not blatantly unsafe. An engineering analysis did find that the first and second
floor joists are significantly undersized
3. Paragraphs 3408.3.3 and 3408.3.8 require that damaged or deficient members be repaired
using the code criteria for new construction,although deficient members can be 15 percent
under-strength without needing to be reinforced. As recommended above, additional
ftn-dng will be required to reinforcement to the first and second floor joists and part of the
roof framing.
4. Paragraph 3408.5.2 requires that the floor fiaminS be adequate to support the loads required
for new construction whenever repairs or alterations affect the framing. The added new
fimning will comply with the requir=ents of Chapter 16 for new construction.
5. Paragraph 3408.5.3 and 3408.5.4 establish minimum requirements f'orwind and seismic load
resistance. In general, though, where structural work is minor, no significant structural
changes are planned,and the building has adequately supported the worst storms anticipated
by the Code,then the lateral bracing system can be considered adequate.
6. Paragraph 3408.5.4 addresses the requi=mcnts of the existing lateral load resisting system
relative to earthquake loads. If alteration costs exceed half the value of the building
(excluding fire safety and accessibility costs),the buitftg would be assigned a"Seismic
Hazard Category"of 2(Table 3408.1). For this category,paragraph 3408.5.4.4 requires that
the building corspiv with two specific requirements.'

Dear Kathy:
I visited the Go-West building on Thursday, January 16 to examine its overall structural condition. The
building is a wood-flamed three story building aoout 45 feet wide by 60 feet long,not including a one story
addition or the west side. The.first floor is an empty commercial space and the two upper floors are occupied
residential rooms. There is a full basement under the commercial space.
First Floor Framing and Basement. The first floor is supported by rough sawn 2x10 joists That span about
22 feet from the exterior foundation walls to a central bearing wall. On the cast side of the basement, an
intermediate beam is present that divides the joist span in halt;on the west side,the joists span the full 22 feet
An engineering analysis found that the joists can support a live load of only 20 psf with a 22 foot span but
can support 100 psf with an 11 foot span.
It is recommended that an intermediate beam be installed on both sides of the basement it order for
the commercial floor framing to be in compliance with the state building code.
The first floor joists are heavily charred in the northeast comer of the basement_ The top of the foundation
wall is also tilted outward in this area,a condition that may have developed as a result of the partial loss of
bracing at the top of the wall during the fire.
It is recommended that the charred joists and beams be replaced with new framing and that the brick
wall be removed and then rebuilt plumb.
Second and Third Floor Framing. The second floor joists are rough sawn 2x10 joists that span about 22 feat
from the exterior stud bearing walls to a central steel beam and post*,stern. The third floor framing could
not be observed because the second and third floors are occupied. While the third floor may be framed the
same as die first and second, there does not seem to be any dedicated vertical support system except for
randomly located walls between rooms. Assuming that the second floor joists support both the second and
third floor loads,the 2x10 joists do not comply with the requirements of the state building code for residential
units. However,the steel beams and columns do have the required capacity,
It is recommended that the second floor joists be reinforced with modem LVL framing in order to
support the required 40 psf live load from two levels.
RoofFraming mid Parapet. The roof is framed with conventional rafters#at rest on the outside stud bearing
walls and lean against a central ridge beam. The ridge beam is supported on two wood trusses and an
incomplete interior cross wall. The system appears to be functioning adequately because it is a complex,
