17C-220 (8) r-' TO: ADMINISTRATIVE MANAGEMENT TEAM 0 FROM: BRUCE BARSHEFSKY MAY 1 719 DATE: MAY 15, 1995 DtNORTHAMPTON BUILDING INSPECTIONS MA 01060 RE: CITY OF NORTHAMPTON BUILDING PERMITS ------------------------------------------------------------ ------------------------------------------------------------ On a few occasions in recent years, we have been in the unfortunate position of being at odds with the Northampton Department of Building Inspections. Despite our intentions of always doing things by the book, we have either forgotten to check with that office concerning proper procedures or neglected to get required permits or inspections. I know of no instance where there was any attempt to circumvent the regs -- only misunderstandings about requirements or errors of omission. While most projects have gone well, the few lapses we have suffered have unnecessarily eroded our reputation with the members of that department. We can only repair that reputation by being sure that we follow the letter and spirit of the city's regulations. To help ensure that we do comply fully with all of the regs,Sue has asked me to be ServiceNet's liaison to the Northampton Department of Building Inspections. For now, all I want to do is ask each of you, for any demolition or construction work your programs might require -- including new construction, rehabilitation, renovation,plumbing or electrical changes or additions--to be sure that no works takes place until you or a contractor has applied for and been issued the necessary permits or the building inspector's office has specifically said that the work does not need a permit. Also, be sure to build into your process sufficient time for the inspector's office to do their piece. While they have often been very understanding and cooperative when we have had some time pressures before, we cannot expect them to get to our requests on our timetable. Northampton, MA 01060 RE: 17 North Maple Street, Florence Dear Mr. Patillo: I received your letter today officially notifying ServiceNet of the Stop [Mork Order at 17 North Maple Street. Again, my apologies for the confusion on our part that caused your involvement. We were under the incorrect impression that the work that was being done did not require a Demolition Permit. Our mistake was in following that impression instead of checking with your office. In the future we will check with your office whenever there is any question at all about any work we may plan. As you know, the work did stop upon your order on May 10. The gentleman that still resided there was moved out within one hour of your phone call and the first floor was secured to prevent any unauthorized entry. In this project as well as all others, it has been and remains our intention to fully cooperate with all Northampton departments and boards. Rebecca Mueller, the project manager for 17 North Maple Street, is now working to secure the necessary permits. I want to thank you for contacting me last week. We are trying to do our work correctly and while we'll try to avoid any further lapses, if any do occur or if you have any question about any of our sites, please do not hesitate to contact me.
