The consultants indicated it was. Ghiselin commented that it would be a really big benefit since there was presently no handicapped parking there. Growhoski noted that the bank had gone to considerable expense. It certainly was the intent to reserve two spaces there for handicapped parking,he confirmed. Yacuzzo asked if anyone wished to speak in opposition? No one spoke. Misch said she thought the applicant had addressed the concerns the DPW had submitted,and those were the only outstanding issues. She reminded that there should be follow-up on the transportation study's recommendation of a stop sign[at the exit of the new bank parking lot]. Isaza moved to close the hearing. Neal seconded. Jodrie moved to grant the request by Florence Savings Bank for a Site Plan Special Permit for the construction of a two-story addition with full basement to the north of the existing bank located at 85 Main Street,Florence. Diemand requested that a condition be included to require proper on-site management during construction to minimize the impact on residential areas. Yacuzzo raised Misch's suggestions that if the City Council approved striping the spaces,FSB incur the cost and not the city,and that they put a stop sign at the exit to the parking lot on Depot Street. Jodrie agreed to the amendments to his motion. Isaza seconded. The amended motion passed unanimously 6:0. The landscaping will be relocated,and the driveway will be extended in the middle,he presented. They will apply for permits for new sewer and water tie-ins at the time of construction,he confirmed. Schwartz described proposed lighting as five fourteen-foot-high pole lights with high-pressure sodium fixtures. They also have five bollard-type fixtures in the pedestrian walkway. They were in compliance with the zoning regulations with regard to setbacks,lot area,depth,maximum building height,coverage, parking and open space,he asserted. At Yacuzzo's request, Schwartz reviewed compliance with the parking requirement. There are one hundred and twenty(120)parking spaces,and they are proposing a reduction to one hundred and nineteen spaces,he reported. Required parking is ninety-six(96)spaces based on the square footage of the existing building less the cellar area,he advised. Member Questions. Neal asked if the easement to the Jasinski property would remain open? Growhoski informed members that the existing easement had been the subject of contention. They had reached an agreement whereby the right-of-way would be relocated to the center of the parking lot. Part of that agreement involved the re location of plantings. At this point there was no discussion of it being closed,he advised Growhoski submitted that the project met all the requirements of the Zoning Ordinance. He reviewed the criteria for granting a Special Permit,stating affirmatively that the project met each one. Regarding whether it promoted a harmonious relationship with existing buildings, etc.,he pointed out that they were somewhat tied to what the existing building looked like,but an effort had been made to design it in keeping with other buildings in downtown Florence. He confirmed that the use promoted city planning objectives. Regarding additional requirements in Section 10.11.6,he confirmed curb cuts were minimized and that pedestrian and bicycle traffic were separated on site to the extent possible. [Acting City Engineer]George Andrikidis assured them the city storm drain system could accommodate projected discharge from the project with no adverse effects, he shared. Catch basins have four-foot sumps,he volunteered. Growhoski requested approval,submitting that the project was good for downtown Florence and good for Northampton. Diemand asked if there was a way to manage construction so that heavy vehicles would not be going through Keyes Street but would be directed through Depot Avenue? He indicated it would be advisable to keep them away from residential areas for safety reasons. Consultants said that wouldn't be a problem. Jim Czach, Traffic Engineer with Fuss&O'Neill,said they had done traffic counts at bank driveways and at some of the adjacent intersections that would be impacted and also obtained accident reports from the Police Department. They did projections of future traffic with the project in place and looked at the evening and morning commute periods,he advised. The purpose was to give existing employees more room,but they took into account additional employees that would be working there,he affirmed. There were no accidents reported at any of the bank driveways,but there were some at[nearby]intersections,he related. Most of the nearby intersections operated at Level of Service(LOS)A;two were at B,and one was at C,Czach advised. During peak commute times,that was excellent They did projections of new site traffic based on employees and customers. They anticipated there would be an additional sixteen trips during the morning peak hour and evening peak hour,primarily new employees. When they did a build capacity analysis, the LOS was constant at all intersections,he presented. (The delay increased maybe a second,he said.) Based on that they didn't see any problems at all,he concluded. Their recommendations included moving one of the parking spaces in front of the ATM as well as striping along Keyes Street, he added. Yacuzzo confirmed they were only projecting ten additional employees by 2005. Diemand asked who would grant permission for space removal? Yacuzzo said it was the City Council. They could condition the permit to require that the bank incur the cost if the City Council grants permission for striping of the spaces along Keyes Street,but they couldn't condition the permit on removal of the space, Yacuzzo clarified. Public Comment. Yacuzzo asked if anyone would like to speak in favor? Alex Ghiselin, Ward V City Councillor,said he would like to speak very strongly in favor. He said he attended the hearing held by the bank,and at least thirty people were there,including most of the immediate neighbors and most of the businessmen. The project will include the relocation of an existing 24-space parking area to a lot formerly occupied by a two-family residence and a lawn mower repair shop and the addition of utilities,stormwater management structures,lighting and landscaping. Yacuzzo read the legal notice. Thomas Growhoski, Esq. of 60 State Street opened the presentation by informing members that Florence Savings Bank was founded in 1873 and had been providing banking services to the Florence community since that time. Growhoski explained the organization of the bank-that it was a mutual savings bank with no shareholders. Corporate officers are all committed to preserving what's best for Florence,he commented. The bank believes it is an important asset for Florence not only for providing banking services and employment for Florence but also as an active member of the business community. Growhoski reported that they had held a neighborhood meeting to get their input,and the response was overwhelmingly favorable. Some expressed concerns,and plans were revised in terms of landscaping and parking to address those concerns,he advised. There were a few neighbors whose concern seemed to be that Florence Savings Bank was changing the character of downtown Florence by removing not necessarily pretty buildings and replacing them with parking and landscaping,he related. Growhoski noted that over the last several years,Florence Savings had opened five branch banks,implemented 24-hour telephone service and recently,Internet banking,reducing the number of customers who needed to come to the bank. Growhoski continued by submitting that the bank is a vital part of the business district. He noted that they had considered having people at other locations but had concluded that the bank works best and functions best when everyone is in the same location. They were a fortunate city in having two vibrant and alive business districts,he commented. He noted that there had been tremendous changes in banking. He reminded members that he had come before them in 1995 and stood up and said the bank had no plans to make any changes at its Florence office. However,since then,[due to]changes in banking and consolidation,[plans had changed.](Every time one of the smaller,regional banks was taken over by a national bank,FSB enjoyed enormous growth in customers seeking local services,he related.) The growth hadn't occurred at the main offices;it had been at its branches,he observed. They were seeking permission to provide the space not for more employees but for the backroom operation to support that growth. The addition is mainly to provide more space to operate efficiently,he concluded. Growhoski introduced Ted Vrettos and Jim Schwartz of Royal Design Builders,John Heaps, the President of Florence Savings Bank, Cathy Porter of Ford Gillen Architects,Inc.and Jim Czach and Jon Dietrich of Fuss&O'Neill. Schwartz described the project as a sixteen thousand seven hundred and eighty-five square-foot(16,785 s.f.)addition to project from the existing bank in a northerly direction. It will be a two-story addition with a full basement he presented. As proposed, the existing twenty- four car parking lot will be eliminated,and a new sixteen-car parking lot will be constructed on an adjacent lot following removal of the wooden structure presently on the property. He pointed out a landscaped area and pedestrian walkway shown on the plan. Schwartz reviewed the Special Permit application. With regard to drainage,he said the parking lot would be sloped,and he pointed out the location of catch basins to be tied in to the drainage manhole on Depot Avenue. There will also be a landscape drain tied into a drywell and connected to this manhole. With regard to buffers,Schwartz said landscaping would provide buffers. Existing trees(Honeylocusts)will remain with one new one added,he presented. The two-story addition is in keeping with adjoining buildings on Main Street. Minimum open space is presently at twenty-eight percent(28%)and will remain at 28%,he advised. Schwartz drew attention to the bike rack shown on the plan. Regarding traffic impacts,Schwartz said they anticipated the proposed use would not generate much more traffic to the bank;they had submitted a traffic study and trip reduction plan,he noted. He showed the location of the existing curb cut to be eliminated and of the proposed new driveway entrance. Regarding access for emergency vehicles, the driveway is twenty feet wide,he said. He also showed the location of the sixteen new spaces,including a handicapped space. Regarding whether the requested use promoted a harmonious relationship with existing buildings and the natural landscape,he pointed out that the landscaping plan was a continuation of what the bank had done in the past. The new addition blends in with the existing architecture,he commented. They had used a gable roof,in keeping with some of the other gable roofs in downtown Florence,he pointed out. DPW Concerns. Schwartz addressed comments from the Department of Public Works(DPW). Regarding concerns about stormwater management,he said the bank would try to use reduced amounts of sand on the parking lot. He referred to an Operation&Maintenance Plan which had been submitted and read excerpts from the plan. He confirmed the existing sewer line and water lines into the building would be used. They were adding a new line for an automatic fire sprinkler protection system. Schwartz noted that they would like to eliminate one of the parking spaces on Main Street in the area of the ATM,since it was a hazard. They also would like to strip parking spaces along Keyes Street,he said. He said they would petition the City Council on that matter.
