DECISION OF THE ZONING ASSISTANT CITY SOLICITOR BOARD OF APPEALS On June 22, 1977, the Zoning Board of Appeals for the City of Northampton decided to grant the petition of Florence Savings Bank for a variance to demolish a building and construct an ad- dition to its existing bank building. Based upon evidence presented to the Board, the Board made the following findings: 1. There exists a special hardship owing to circumstances relating to the soil conditions, shape or topography of such land or structures, but not affecting generally the zoning district. They are: The fact that the building dDes not presently meet existing building codes, and renovations to meet such codes would not be justifiable in terms of the proposed use ; that the size of lot, together with adjacent properties owned by the petitioner, is unique to the zoning district; that literal enforcement of the zoning ordinance would cause the building to deteriorate to a public nuisance, or if demolished, would have an empty lot in a business district which the community is making an effort to rejuvenate and modernize. 2. The desirable relief may be granted without substantial detriment to the public good. The proposal will further an effort to make the business district of Florence aesthetically more pleas- ing and will allow free public access to the bank while alleviating traffic congestion on Main Street. 3 . The desirable relief may be granted without nullifying or substantially derogating from the intent of zoning. A banking institution plays a necessary and integral role in any business district and this proposal will allow the Florence Savings Bank to better serve both the public and the business.
