The Planning Board GRANTED the Special Permit with Site Plan Approval based on the following plans and information submitted with
the application:

In Granting the Special Permit with Site Plan, the Planning Board found that:
A. The requested use, for a change of use to allow a Bed&Breakfast,protects adjoining premises against seriously detrimental uses
because the Bed&Breakfast will be owner-occupied. There will be no changes to surface water drainage,sound and sight buffers, and
preservation of views.
B. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent
streets, minimize traffic impacts on the streets and roads in the area because a new pathway from the house to the abutting rail trail will
be constructed.
C. The requested use will promote a harmonious relationship of structures and open spaces to the natural landscape, existing buildings
and other community assets in the area because the existing home will be completely restored and the second-story will be upgraded to
become a Bed&Breakfast Also,biking tours of natural,cultural and historic sites in the community will be available.
D. The requested use will not affect City services,such as the City's water supply and distribution system,sanitary and storm sewage
collection and treatment systems,fire protection,streets and schools.
E. The requested use meets any special regulations set forth in the Zoning Ordinance as listed in Sections 5.2& 10.
F. The requested use bears a positive relationship to the public convenience or welfare. The use will not unduly impair the integrity of
